一种无障碍车辆行驶停车收费***,车主以车牌号建立车辆信息采集和资金账户,上传车辆类型、颜色等信息和联系方式,设置密码;收费人在车辆收费区域安装互联网采集器,上传车辆通过信息计算行驶里程、停车时间和过往次数,按照车辆型号和收费标准计算费用,完成付费人向收费人的资金互联网结算和转移。此***可实现高速、过路、过桥、隧道、摆渡、停车场、路边停车、小区、城市拥堵等收费区域或收费点无障碍通过,实现所有费用资源共享,停车场信息可互联网发布,供司机就近找到或导航到有空车位停车场,该方案只需在收费边界或收费点安装互联网采集器即可实现有牌车辆收费,节约了基建投资。

Description

一种无障碍车辆行驶停车收费***设计 技术领域
本发明是基于摄像头拍摄车牌而进行机动车的无障碍互联网收费***,包含高速费、停车费、过路费、过桥费、过隧道费、摆渡费以及城市拥堵费等所有涉及有牌车辆行驶、停车、过往的收费项目。
背景技术
目前收费公路、收费高速路、停车场,过路费、过桥费、过隧道费、车辆摆渡费收费方式基本采用自取卡、人工发卡、人工计时和ETC电子收费等方式进行,需要人工收费、自动取卡、设置拦车道闸;ETC等电子收费虽然不需要人工收费,但需要办理电子感应卡,不能和停车收费资源共享;个别专利技术以车牌读取计费,也存在需要设置道闸、安装专门读取车辆型号的摄像头区别不同车辆收费标准、刷卡等设置,上述收费方式都需要进行大量的基建投资。未来北京等大城市即将收取部分区域拥堵费,上述收费方式就会增加区域边界的拥堵,更换电子车牌费用高,容易损坏失灵,而且存在全国车辆都需更换的代价,更不可能在城市内设置收费站或安装取卡装置。路边停车取费因其开放式的特点,需要人工收费,很难采取互联网结算,采用本设计的收费方式可以只拍照停车车牌即可完成费用结算和转移。停车场空车位信息无法统一,只能采取在门口放置电子屏的方式进行空车位显示,无法进行互联网发布,更不能和电子地图、导航联通。
如果车主或车辆使用人在互联网上登陆设置自己使用车辆的型号,收费人登陆设置自己收费区域内的各个型号车辆的收费标准,收费人在自己收费区域或收费点安装用于行驶里程、停车时间和过往次数的互联网采集器并上传数据,互联网服务器就将自动计算行驶和停车费用,利用现代互联网进行费用转移和结算,上述问题都能得到解决。
发明内容
车主或车辆使用人以自己或使用的机动车号牌的唯一性在互联网服务器上设置账户信息单元,信息包括车牌号码、车辆型号、颜色等机动车行驶证信息和联系方式,以车牌号设置资金账号,采用预存费用、 后付费活捆绑银行卡、***、支付宝等互联网支付***,设置登陆密码,收费人以各个道路、停车场、路桥、隧道、渡口和拥堵费收取单位为单元,登陆互联网设置本收费区域内车辆收费标准,在自己收费区域区域边界或收费点设置车牌号码读取设备,根据车辆进出的时间、里程或次数,按照车辆型号和收费标准计算车辆产生的费用,上传到互联网设备,互联网设备进行经费核算并完成资金转移。

具体实施方式
1、设置互联网服务器,车主或车辆使用人登录该服务器,以车牌号的唯一性用户名设立账户单元,输入机动车基本信息,如机动车型号、颜色等《中华人民共和国机动车行驶证》内信息,设置密码和联系方式,也可只填车牌号,其他车辆信息由交通管理部门数据联通自动生成。
2、车主或车辆使用人用设置的车牌号码捆绑银行卡、***或者支付宝等互联网支付***,也可以采用预存费用或后付费等结算方式。
3、在各个道路、停车场、路边停车位、路桥、隧道、渡口、拥堵费收取人登陆互联网设置本收费区域内或收费点的各个车辆型号的收费标准。
4、在各个车辆收费区域边界口和收费点处安装车牌信息采集摄像头和照明装置,采集并计算车辆行驶里程,停车时间和过往次数,在路边停车收费采取手持移动车牌采集器两次上传车牌进行,第一次上传拍照为停车时间,第二次上传拍照为取车时间,两次时间差为停车计时时间。
5、由互联网服务器根据收费标准和车辆行驶里程、停车时间、过往次数自动计算费用,利用联系方式进行信息核对。
6、利用现代完善的互联网结算方式、预存或后付费方式进行费用结算,向收费人进行费用转移。
7、空车位信息经互联网向外发布,方便司机就近找到或导航到有停车位的停车场或路边停车位。

Claims (4)

  1. 一种无障碍车辆行驶停车收费***由车牌号码、互联网服务器和车牌号码采集器组成,在互联网服务器上以车牌号码为单元设置车辆型号和联系方式,捆绑资金账号,设置登录密码,在高速公路、停车场的出入口和路桥、隧道、渡口、路边停车位、城市拥堵费等收费区域和收费点设置车辆号牌采集器,上传互联网服务器采集车辆行驶信息并计算行驶里程、停车时间和过往次数,按照车辆型号和本收费区域或收费点的收费标准计算费用,完成付费人向收费人的资金结算和转移。
  2. 基于权利要求书1的以车牌号捆绑的资金账户,可以是预付费和后付费账户,可以是银行卡、***的资金链接账户,可以是互联网付费账户。
  3. 基于权利要求书1的未注册车牌号码的车辆经过本收费***车牌号码采集器时,自动建立该车牌号码的欠费账户。
  4. 基于权利要求书1的路边停车位收费,采取移动互联网车牌采集器两次拍照计时方式收费,第一次上传车牌拍照时间为停车时间,第二次上传车牌拍照时间为取车时间,两次时间差为路边停车时间。
