Abstract

　災害発生エリアにおける各リンクの安全性の高低を、実際の災害状況に鑑みて的確に評価した上で、ナビ装置による自動車等の移動体の誘導を支援することができるナビサーバを提供する。 　本発明のナビサーバ１００によれば、災害発生エリアに包含されるリンクが抽出され、プローブ情報に基づいて当該抽出リンクのそれぞれのコストが評価される。プローブ情報により表される自動車（第１移動体）２の空間的かつ時間的な移動パターンには災害による影響が反映されている蓋然性が高い。したがって、災害発生エリアにおける各リンクの安全性の高低が、実際の災害状況および道路状況に鑑みて的確に当該各リンクのコストとして評価されうる。また、各リンクのコストに基づいて生成された道路交通情報がナビ装置２００に送信されることにより、実際の災害状況および道路状況に鑑みて当該災害の影響を回避しうるように自動車（第２移動体）２をナビ装置２００に誘導させうる。
