9197. Wade, H., [Seal and Fastener Co.]. June 22. Bale ties, tightening and manipulating.-A tool for tightening straps around boxes &c. consists of a head formed of two cheeks 9, 10, Fig. 3, fixed to a handle 8, Fig. 1, and carrying a lip 11 forming an entrance slot for the work. The lip carries a stationary friction member 13. Two friction wheels 21 fixed to a ratchet-wheel 19 are mounted on a crank-shaft 14 carried by the cheeks. Pivoted to the head is a handle 24 carrying a spring-controlled pawl 25 so as to turn the ratchet-wheel, which is engaged by a spring-controlled pawl 22. The friction wheels are pressed normally towards the member 13 by a spring 16 on the end of the shaft. They are withdrawn temporarily by turning back the shaft by means of a thumb-piece on the head 15.
