Dispositif de protection d'une citerne enterrée
La présente invention a pour objet un dispositif de protection d'une citerne enterrée, comprenant un bac de rétention contenant ladite citerne.
Le brevet No 443635 décrit un dispositif de ce genre dans lequel la citerne repose à l'intérieur du bac sur des profilés de support qui sont placés contre les parois du bac. Cependant, les prescriptions officielles relatives à la sécurité des installations destinées à contenir des liquides polluants comme les combustibles liquides par exemple, exigent que les dispositifs de protection des citernes enterrées soient conçus de façon à permettre en tout temps des contrôles d'étanchéité à l'intérieur du bac de rétention et tout particulièrement entre le fond du bac et la citerne. Ces prescriptions entraînent la nécessité de prévoir un espace libre suffisant entre la citerne et le fond du bac de même qu'entre les parois latérales du bac et la citerne pour que ces contrôles puissent être effectués.
Or, un grand nombre de citernes destinées à contenir des réserves de combustible liquide, sont de forme géné- rale cylindrique et atteignent un diamètre de l'ordre de 2,50 m. Si les bacs sont conçus de façon qu'il soit possible de les assembler en usine, autour de la citerne, et de transporter ensuite l'ensemble au lieu d'installation, la fabrication s'effectue plus rationnellement et la construction présente une plus grande sécurité. S'il était nécessaire de ménager, de chaque côté de la citerne, entre les flancs de celle-ci et les parois latérales du bac, I'espace libre de l'ordre de 50 cm dicté par les prescriptions, ces citernes deviendraient intransportables, étant donné les dimensions que prendraient alors les bacs de rétention.
Le but de l'invention est de réaliser un dispositif de protection du genre mentionné plus haut, qui satisfasse aux prescriptions officielles tout en évitant les difficultés de transport résultant d'une largeur excessive de l'ensemble à transporter.
Pour cela, le dispositif selon l'invention est caractérisé en ce que la citerne est suspendue à l'intérieur du bac de façon à pouvoir être déplacée latéralement entre au moins deux de ses parois.
Le dessin annexé représente, à titre d'exemple, une forme d'exécution du dispositif selon l'invention.
La fig. 1 en est une coupe verticale dans le sens longitudinal, et
la fig. 2 une coupe verticale dans le sens transversal.
La citerne 1 représentée au dessin est une citerne cylindrique dont le diamètre est d'environ 2,05 m et qui comporte, à ses deux extrémités, des fonds 2 et 3 de forme bombée, le fond 3 étant pourvu d'un trou d'homme 4 fermé par un couvercle 5 et placé entre l'axe horizontal de la citerne et la génératrice supérieure de
son enveloppe cylindrique.
Cette citerne est placée à l'intérieur d'un bac de rétention 6 qui comporte une toiture plane 7 disposée horizontalement et des parois latérales et inférieures 8 en forme de U. Ces parois sont constituées par des tôles soudées soutenues par une armature constituée, d'une part, par des traverses supérieures 9 diposées horizontalement dans le sens transversal immédiatement sous la toiture 7 et, d'autre part, par des profilés en T 10 incurvés en forme de U et soutenant les parois latérales et inférieures 8.
Les parois extrêmes 11 et 12 du bac de rétention sont également soudées par leurs bords, aux cloisons 7 et 8 en formant ainsi une enceinte entièrement fermée et sont soutenues par des profilés rectilignes 13, disposés verticalement. La longueur du bac de rétention 6 est supérieure à celle de la citerne 1. La distance entre le fond arrière 2 et la cloison il est, par exemple de 50 cm, alors que la distance entre la partie antérieure du couvercle 5 et la cloison 12 est supérieure à cette valeur de façon qu'un homme puisse descendre par l'échelle 14 montée entre les profilés 13 jusqu'au fond du bac.
Pour maintenir la citerne 1 à l'intérieur du bac 6 on utilise des organes de suspension 15 qui sont constitués par deux câbles métallique flexibles accrochés par leurs extrémités à deux des profilés 9. Ces derniers sont dimensionnés de façon à présenter une résistance suffisante pour supporter le poids de la citerne. Ceux-ci portent des dispositifs d'accrochage 16 constitués de deux plaques parallèles soudées à un profilé 9 de façon à s'étendre vers le bas, et d'une tige cylindrique fixée entre ces plaques. Les câbles 15 présentent à leurs extrémités des boucles 17 fermées par rabattement de leurs parties extrêmes sur elles-mêmes et fixation des extrémités au moyen d'épissures. Ces boucles sont engagées entre les pattes des dispositifs de fixation avant la mise en place des tiges qui les bloquent.
En outre, les câbles 15 sont isolés électriquement de la citerne par un enrobage formé d'éléments tubulaires 18 en caoutchouc adjacents les uns aux autres. La citerne repose directement ou indirectement, par l'intermédiaire de cercles engagés sur son enveloppe cylindrique, sur les câbles de suspension 15. Elle est ainsi suspendue librement à l'intérieur du bac. La hauteur entre la génératrice inférieure de l'enveloppe cylindrique de la citerne et le fond du bac sera, par exemple, de 50cm, tandis que-la largeur du bac de rétention sera calculée de façon à ménager de chaque côté de la citerne entre les parties de l'enveloppe qui sont situées dans un plan diamétral horizontal et les profilés de renforcement des parois latérales 8, une distance de l'ordre de 25 cm.
Lorsque la citerne est suspendue de la façon décrite ci-dessus, la longueur libre des câbles de suspension 15 et la distance entre la génératrice supérieure de la citerne et les profilés 9 sont suffisantes pour qu'on puisse déplacer la citerne latéralement, par exemple au moyen de vérins appuyés horizontalement contre les profilés 10 et contre l'enveloppe de la citerne, jusqu'à ce que cette enveloppe se trouve au voisinage immédiat des profilés
10 sur l'un des côtés du bac. Dans cette position, on obtient, entre l'autre paroi latérale du bac et le flanc de la citerne, un espace libre suffisant pour permettre les contrôles.
Lorsque ces contrôles auront été effectués du côté où sont placés les vérins, on pourra ramener la citerne en place, puis monter les vérins entre l'autre paroi latérale du bac et la citerne, et déplacer cette dernière dans l'autre sens de façon à permettre le contrôle
de l'autre côté.
Les tubulures pour le remplissage de la citerne et
pour l'extraction de son contenu vers l'emplacement
d'utilisation aboutiront à une bride de raccordement
montée dans l'une des parois dc la cheminée d'accès 19.
De là, elles seront raccordées par des tubulures souples
aux éléments de connexion 20 de la citerne. Ces tubulu
res ne sont pas représentées au dessin. Les anneaux 22
sont destinés au transport de l'ensemble lors de la mise
en place.
La citerne représentée au dessin est enterrée en pleine
terre et recouverte d'une épaisseur de terre correspon
dant aux prescriptions. Le niveau du sol représenté en
23 est tel que le conduit d'accès 19 aboutit au ras du sol.
Ce conduit est disposé verticalement à l'extrémité où se
trouve l'échelle 14. I1 est fermé par un couvercle 24.
Un couvercle intérieur 20 pourvu d'une isolation, par
exemple en liège, prévient la condensation.
Dans le cas où la citerne est logée sous une dalle en
béton, cette dalle sera disposée immédiatement au-dessus
de la toiture 7 du bac, la cheminée d'accès 19 étant alors plus courte, ou étant disposée de façon à s'étendre en saillie au-dessus de la dalle.
Le bac de rétention pourra être pourvu, à l'une de
ses extrémités, par exemple à l'extrémité où se trouve la
cheminée 19, d'un sac à résidu. La citerne et le bac seront revêtus extérieurement et intérieurement d'un enduit protecteur conforme aux prescriptions en matière de sécurité.
Avec la disposition décrite, si le diamètre de la citerne
est de l'ordre de 2,05 m, la largeur totale du bac ne dépasse pas environ 2,80 ion, de sorte que l'ensemble formé par le bac et la citerne suspendue aux traverses 9 peut être transporté sur camion de l'usine au lieu de l'installation, sans exiger un accompagnement de police.
Le problème du transport est donc résolu tout en respectant les prescriptions en matière de possibilités de
contrôle de l'étanchéité.
La citerne est entièrement isolée du bac de rétention, puisque les câbles 15 sont enrobés d'éléments en caout
chouc, comme décrit ci-dessus et que les tubulures de
raccordement entre la citerne et la cheminée d'accès 19 peuvent comporter des raccords en matière isolante.
Comme le bac de rétention constitue une enveloppe métallique qui entoure complètement la citerne, il joue le rôle d'une cage de Faraday, évitant la propagation de courants vagabonds dans la paroi de la citerne et, par
conséquent, les risques de corrosion électrolytique.
Bien entendu, le bac de rétention ne sera pas nécessairement, dans tous les cas, constitué d'une enveloppe métallique. En effet, on peut concevoir la fabrication de ce bac en éléments de béton assemblés les uns aux autres.
Dans un tel cas, I'assemblage peut également se faire en usine, le transport au lieu d'installation étant possible sur un camion grâce à la réduction de la largeur du bac que fournit la suspension de la citerne.
Protection device for an underground tank
The present invention relates to a device for protecting an underground cistern, comprising a retention tank containing said cistern.
Patent No. 443635 describes a device of this kind in which the tank rests inside the tank on support profiles which are placed against the walls of the tank. However, the official requirements relating to the safety of installations intended to contain polluting liquids such as liquid fuels, for example, require that the protective devices of underground tanks be designed in such a way as to allow leaktightness checks at all times. inside the retention tank and particularly between the bottom of the tank and the tank. These requirements entail the need to provide sufficient free space between the tank and the bottom of the tank as well as between the side walls of the tank and the tank so that these checks can be carried out.
However, a large number of tanks intended to contain liquid fuel reserves are generally cylindrical in shape and reach a diameter of the order of 2.50 m. If the tanks are designed in such a way that it is possible to assemble them in the factory, around the tank, and then to transport the whole to the place of installation, the manufacture is carried out more rationally and the construction presents a greater security. If it was necessary to provide, on each side of the tank, between the sides of the latter and the side walls of the tank, the free space of the order of 50 cm dictated by the regulations, these tanks would become untransportable, given the dimensions that the retention basins would then take.
The object of the invention is to provide a protection device of the type mentioned above, which meets the official requirements while avoiding the transport difficulties resulting from an excessive width of the assembly to be transported.
For this, the device according to the invention is characterized in that the tank is suspended inside the tank so that it can be moved laterally between at least two of its walls.
The appended drawing represents, by way of example, an embodiment of the device according to the invention.

The tank 1 shown in the drawing is a cylindrical tank whose diameter is approximately 2.05 m and which has, at its two ends, the ends 2 and 3 of convex shape, the bottom 3 being provided with a hole for man 4 closed by a cover 5 and placed between the horizontal axis of the tank and the upper generator of
its cylindrical envelope.
This cistern is placed inside a retention tank 6 which comprises a flat roof 7 arranged horizontally and lateral and lower walls 8 in the form of a U. These walls are formed by welded sheets supported by a frame consisting of, 'on the one hand, by upper cross members 9 arranged horizontally in the transverse direction immediately under the roof 7 and, on the other hand, by T-profiles 10 curved in the form of a U and supporting the side and lower walls 8.
The end walls 11 and 12 of the retention tank are also welded at their edges to the partitions 7 and 8, thus forming an entirely closed enclosure and are supported by rectilinear sections 13, arranged vertically. The length of the retention tank 6 is greater than that of the tank 1. The distance between the rear base 2 and the partition is, for example, 50 cm, while the distance between the front part of the cover 5 and the partition 12 is greater than this value so that a man can descend by the ladder 14 mounted between the profiles 13 to the bottom of the tank.
To keep the tank 1 inside the tank 6, use is made of suspension members 15 which consist of two flexible metal cables hooked by their ends to two of the profiles 9. The latter are dimensioned so as to have sufficient strength to support the weight of the tank. These carry fastening devices 16 consisting of two parallel plates welded to a section 9 so as to extend downwards, and of a cylindrical rod fixed between these plates. The cables 15 have at their ends loops 17 closed by folding their end parts on themselves and fixing the ends by means of splices. These loops are engaged between the tabs of the fixing devices before the establishment of the rods which block them.
Further, the cables 15 are electrically insulated from the tank by a coating formed from tubular rubber elements 18 adjacent to one another. The tank rests directly or indirectly, by means of circles engaged on its cylindrical casing, on the suspension cables 15. It is thus suspended freely inside the tank. The height between the lower generatrix of the cylindrical shell of the tank and the bottom of the tank will be, for example, 50cm, while the width of the retention tank will be calculated so as to leave each side of the tank between the parts of the casing which are situated in a horizontal diametral plane and the reinforcing profiles of the side walls 8, a distance of the order of 25 cm.
When the tank is suspended as described above, the free length of the suspension cables 15 and the distance between the upper generatrix of the tank and the profiles 9 are sufficient to allow the tank to be moved sideways, for example at means of jacks supported horizontally against the profiles 10 and against the casing of the tank, until this casing is in the immediate vicinity of the profiles
10 on one side of the bin. In this position, sufficient free space is obtained between the other side wall of the tank and the side of the tank to allow checks.
When these checks have been carried out on the side where the jacks are placed, the tank can be brought back into place, then the jacks can be mounted between the other side wall of the tank and the tank, and move the latter in the other direction so as to allow control
on the other side.

The cistern shown in the drawing is buried in the
earth and covered with a thickness of earth corresponding
dant to the prescriptions. The ground level represented in

This duct is arranged vertically at the end where

An inner cover 20 provided with insulation, for
cork example, prevents condensation.
If the tank is housed under a slab
concrete, this slab will be placed immediately above
of the roof 7 of the tank, the access chimney 19 then being shorter, or being arranged so as to extend projecting above the slab.
The retention tank may be fitted with one of
its ends, for example at the end where the
chimney 19, a residue bag. The tank and the tank will be coated on the outside and inside with a protective coating in accordance with safety requirements.
With the arrangement described, if the diameter of the tank
is of the order of 2.05 m, the total width of the container does not exceed approximately 2.80 ion, so that the assembly formed by the container and the tank suspended from the crosspieces 9 can be transported on a truck from the factory instead of installation, without requiring police support.
The transport problem is therefore solved while respecting the requirements in terms of possibilities of
tightness check.
The tank is fully insulated from the retention tank, since the cables 15 are coated with rubber elements
chouc, as described above and that the
connection between the cistern and the access chimney 19 may include fittings made of insulating material.
As the retention tank constitutes a metal envelope which completely surrounds the tank, it plays the role of a Faraday cage, preventing the propagation of stray currents in the wall of the tank and, by
therefore, the risks of electrolytic corrosion.
Of course, the retention tank will not necessarily, in all cases, consist of a metal casing. Indeed, one can conceive of the manufacture of this tank in concrete elements assembled to each other.
In such a case, assembly can also be done in the factory, transport to the place of installation being possible on a truck thanks to the reduction in the width of the tank provided by the suspension of the tank.
