상기 제1단계에서 준비된 아세틸렌 블랙 지지체를 설정된 온도 및 시간에서 추가적으로 열처리하여, 상기 뼈대부와 상기 기지부의 성분비율을 한번 더 조절하는 제2단계;
상기 제2단계에서 조절된 상기 뼈대부와 상기 기지부의 성분비율이 변하지 않도록, 상기 아세틸렌 블랙 지지체를 회전원통 안에 넣고 상기 회전원통을 1~100 rpm으로 회전시켜, 상기 아세틸렌 블랙 지지체가 상기 회전원통 안에서 지속적으로 상하로 이동 및 회전되는 동안, 상기 회전원통 안에 수증기와 질소를 넣어, 상기 회전원통 안에서 상기 아세틸렌 블랙 지지체를 700℃ 내지 1100℃의 온도 범위에서 열처리하여, 상기 아세틸렌 블랙 지지체를 비표면적이 400~1100㎡/g 인 연료전지 촉매 지지체로 만드는 제3단계;
상기 연료전지 촉매 지지체, 디시안디아미드(dicyandiamide, DCDA)을, 물에 혼합하여 수용액을 만드는 제4단계;
1차로 상기 수용액을 100~120℃로 가열하여 물을 증발시키고, 2차로 상기 수용액을 650~750℃에서 가열하여, 상기 연료전지 촉매 지지체를 구성하는 탄소원자를 상기 디시안디아미드에서 공급되는 질소원자로 치환시키는 제5단계; 및
