PURPOSE:To make accurate the sampling operation of a character signal and to prevent malfunction of character multiplex broadcast signal, by selecting the sampling pulse of the character signal of a character multiplex broadcast signal without resetting a m-frequency divider. CONSTITUTION:A video signal applied to an input terminal 11 is applied to a slicer 17 to introduce a character multiplex broadcast signal digitized at logic ''0'' and ''1''. The signal is applied to an edge sgnal pickup section 18 and one input terminal of a phase detector 19. The detector 19 detects which clock signal out of five signals is in phase to the output of the section 18 and the signal of logic ''1'' is given to an output terminal corresponding to the clock signal in phase as a phase information. The output of the detector 19 is supplied to one input terminal of a sampling circuit 21 of a sampling means 20 and to a data latch circuit 22 as a sampling pulse.
