つるつるした面とざらざらした面を有する金属箔の前記つるつるした面を前記プリプレグの表面に当て、前記金属箔を加圧してプリプレグの表面が滑らかになるようにプリプレグを硬化する工程と、
前記プリプレグから金属箔を除去する工程と、
前記プリプレグに孔を形成する工程と、
前記プリプレグの前記表面及び前記孔の内壁にイオンビーム表面処理を施し、シード層を形成する工程と、
前記シード層に回路パターンに対応する開口部が形成されたメッキレジスト層を形成する工程と、
前記開口部に前記回路パターンを形成する工程と、
前記メッキレジスト層を除去する工程と、
表面に露出された前記シード層をフラッシュエッチングする工程と、
