第1の絶縁樹脂層12の25℃における貯蔵弾性率および第2の絶縁樹脂層14の25℃における貯蔵弾性率が同じで、かつ貯蔵弾性率が低い比較例2においては、絶縁樹脂層10の耐熱性および表面硬度が劣った。
