The process comprises the steps of: (a) dispersing the surfactant, and coating the surfactant with a fine powder in a mixer, in which the first agglomerates are formed; (b) finely spraying atomized liquid on the first agglomerates in the mixer, in which the second agglomerates are formed; and (c) granulating the third agglomerates in one or more fluidization devices. The process can also comprise the additional step (b '), i.e., thoroughly mixing the second agglomerates in the mixer, between step (b) and step (c).
