Abstract

 MPEG2の符号化レートを再量子化により変換する際に、マクロブロックの符号化ブロックがすべて削除されることによる規格違反の恐れを、レート変換の効率よく、容易に回避できる、符号化レート変換装置は、第1の量子化ステップで量子化された第1の符号化データを逆量子化し、第1の量子化ステップよりもステップ幅の広い第2の量子化ステップで再量子化することにより、第2の符号化データにレート変換する符号化レート変換装置であって、第1の符号化データの、非0係数を有し、符号化対象である符号化ブロックから1つの符号化ブロックを特定するブロック特定手段と、特定された1つの符号化ブロックをレート変換するときに、特定された1つの符号化ブロック中で最初の非0係数を、レート変換後にも非0係数にする非0化処理を行う非0化手段とを備える。
