Abstract

　ＭＰＥＧ２の符号化レートを再量子化により変換する際に、マクロブロックの符号化ブロックがすべて削除されることによる規格違反の恐れを、レート変換の効率よく、容易に回避できる、符号化レート変換装置は、第１の量子化ステップで量子化された第１の符号化データを逆量子化し、第１の量子化ステップよりもステップ幅の広い第２の量子化ステップで再量子化することにより、第２の符号化データにレート変換する符号化レート変換装置であって、第１の符号化データの、非０係数を有し、符号化対象である符号化ブロックから１つの符号化ブロックを特定するブロック特定手段と、特定された１つの符号化ブロックをレート変換するときに、特定された１つの符号化ブロック中で最初の非０係数を、レート変換後にも非０係数にする非０化処理を行う非０化手段とを備える。
