【発明の属する技術分野】
本発明は、国際航路へ従事する船舶において、航海中にバラストタンクに搭載されたバラスト水を置換えるための装置に関する。

【従来の技術】
石油や液化天然ガス等の液体を運搬するタンカーは、海水をバラスト水として積載するバラストタンクを装備している。バラスト水は、タンカーが石油等の液体を積載していない時に、船体を通常運行吃水(N,B,D,C :Normal Ballast Draft Condition)まで沈めるためのものであり、このバラスト水は、積荷港で石油等の液体を積載する際に船外に排出されるようになっている。

ところで、近年の研究結果によると、バラストタンクに積載されるバラスト水やこのバラスト水中に含まれる様々なバクテリア、植物および生物類は、数ヶ月に及ぶ航海の後も生息していることが明らかとなってきた。このバクテリア類を含むバラスト水を積荷港にそのまま排出することは、その地域における生来の生態系や港湾環境に多大な悪影響を及ぼす恐れがあり、それ故、バラスト水による港湾汚染を防ぐ何らかの対策が必要となってきている。

このバラスト水による生物学的な港湾汚染を防ぐために、最近、船舶の航海中にバラストタンクに積載されたバラスト水をクリーンな海水と置換えることが提唱されている。このバラスト水の置換方式としては、現在のところ完全置換方式と希釈置換方式との二通りがあり、両置換方式共に陸地より200海里以上離れた公海上で行うことが奨励されている。

【発明が解決しようとする課題】
完全置換方式とは、バラストタンク内のバラスト水を一度全て排出した後、新たにクリーンな海水をバラストタンクに注水する方式であり、この方式によると、バラストタンク内のバラスト水を残すことなく完全に置換えることができる。

しかしながら、この完全置換方式によると、石油等の液体を積載していない状態でバラスト水が完全に排出されてしまうので、船体が軽くなって船舶が航行を続ける上で必要な吃水が浅くなる。このため、航行中の船体の姿勢が不安定となったり、船体の縦強度を再検討する必要があり得るとともに、操船上の見透しに悪影響を及ぼす恐れがある。そのため、現実的な面から見ても非常に不利な方式であるということができ、タンカーや貨物船のような多岐に亘る船舶に適用することは困難とされている。

これに対し希釈置換方式は、バラストタンク内にクリーンな海水を注入しつつ、タンク内の汚染されたバラスト水を船外に排出するので、バラストタンク内のバラスト水の水位が一定に保たれ、船体の通常運行吃水が変動することはない。そのため、航行中の船体の姿勢が安定するとともに、船体の縦強度等を考慮する必要はなく、船の種類を問わず適用が可能であると考えられる。

ところが、現状では上記希釈置換方式を適用した船舶については前例がなく、この希釈置換方式を実現するための具体的な構成が要望されている。

本発明は、このような事情にもとづいてなされたもので、航行中の船体の姿勢、縦強度、操船上の見透しに何等悪影響を与えることなくバラスト水を効率良く置換えることができる船舶のバラスト水置換装置の提供を目的とする。

【課題を解決するための手段】
上記目的を達成するため、本発明の一つの形態に係る船舶のバラスト水置換装置は、
左舷バラストタンクおよび右舷バラストタンクを有する船体と、
上記左右のバラストタンクのいずれか一方に第1のポンプを介して吸引された船外の水をバラスト水として注入する注入管路と、
上記一方のバラストタンク内の上部に開口する取水口と、この取水口よりも低い位置において他方のバラストタンク内に開口する吐出口とを有し、上記取水口に流れ込む一方のバラストタンク内のバラスト水を他方のバラストタンクに導く導入管路と、
上記他方のバラストタンクに注入されたバラスト水を第2のポンプを介して吸い込むとともに、このバラスト水を船外に排出する排出管路と、を備えていることを特徴としている。

上記目的を達成するため、本発明の他の形態に係る船舶のバラスト水置換装置は、
左舷バラストタンクおよび右舷バラストタンクを有する船体と、
上記左右のバラストタンクに第1のポンプを介して吸引された船外の水をバラスト水として注入する注入管路と、
上記左右のバラストタンク内の上部に夫々開口する取水口を有し、上記取水口に流れ込むバラスト水を第2のポンプを介して吸い込むとともに、このバラスト水を船外に排出する排出管路と、を備えていることを特徴としている。

上記目的を達成するため、本発明の他の形態に係る船舶のバラスト水置換装置は、
左舷バラストタンクおよび右舷バラストタンクを有する船体と、
上記左右のバラストタンクにポンプを介して吸引された船外の水をバラスト水として注入する注入管路と、
上記左右のバラストタンクの内部に配置され、これらバラストタンク内の上部に開口する取水口を有するとともに、この取水口に流れ込むバラスト水を重力により船外に排出する少なくとも一つの排出管路と、を備えていることを特徴としている。

【発明の実施の形態】
以下本発明の第1の実施の形態を、石油運搬用タンカーに適用した図1ないし図4にもとづいて説明する。

図1は、船舶としての石油運搬用タンカー1(VLCC :Very Large Crude oil Carrier)を開示している。タンカー1の船体2は、図3や図4に見られるように、外殻3と内殻4との二重構造をなしている。外殻3は、左舷外側板3a、右舷外側板3bおよび外底板3cとを有している。内殻4は、同じく左舷内側板4a、右舷内側板4bおよび内底板4cとを有している。これら外殻3と内殻4の上端は、甲板5によって閉塞されている。

内殻4と甲板5とで囲まれる空間部分は、石油を搭載するためのカーゴタンク6を構成している。カーゴタンク6は、船体2の船首から船尾に亘って配置されている。

また、外殻3と内殻4との間には、左舷バラストタンク10、右舷バラストタンク11および船首バラストタンク12が形成されている。これらバラストタンク10〜12は、カーゴタンク6が空の状態で航行する際に、船体2を通常運行吃水(N,B,D,C :Normal Ballast Draft Condition)まで沈めるバラスト水を注水するためのものであり、カーゴタンク6の周囲を連続して取り囲んでいる。そして、カーゴタンク6とバラストタンク10〜12との容量の関係上、船体2が通常運行吃水N,B,D,Cまで沈められた時の各バラストタンク10〜12内のバラスト水の水位W Lは、通常運行吃水N,B,D,Cよりも上方に位置されている。

左舷バラストタンク10と右舷バラストタンク11とは、船体2の幅方向に沿う中央において第1の仕切り壁13を介して互いに仕切られている。船首バラストタンク12と左舷バラストタンク10および右舷バラストタンク11とは、船体2の船首部分において第2の仕切り壁14を介して互いに仕切られている。

左舷バラストタンク10の内部は、隔壁15によって第1ないし第5のバラスト室10a〜10eに区画されている。これらバラスト室10a〜10eは、船体2の前後方向に沿って一列に並べられている。同様に、右舷バラストタンク11の内部は、隔壁16によって第1ないし第5のバラスト室11a〜11eに区画されている。これらバラスト室11a〜11eは、船体2の前後方向に沿って一列に並べられている。そのため、左舷バラストタンク10のバラスト室10a〜10eと、右舷バラストタンク11のバラスト室11a〜11eとは、船体2の幅方向に互いに向かい合って配置されている。

図4に示すように、左舷バラストタンク10の各バラスト室10a〜10eおよび右舷バラストタンク11の各バラスト室11a〜11eは、カーゴタンク6の下方に位置する第1の部分16と、カーゴタンク6の側方に位置する第2の部分17とを有し、全体としてL字状をなしている。

図2に示すように、船体2の内部には、各バラストタンク10〜12に連なるバラスト配管20が配置されている。バラスト配管20は、第1のポンプ21を有する注入管路22と、第2のポンプ23を有する排出管路24とを備えている。

右舷メインパイプ36の下流端に直列に設置された一対の遠隔操作弁39,40は、開状態に保持されている。この右舷メインパイプ36は、遠隔操作弁39,40の間から分岐された分岐管41を有している。分岐管41は、第2のシーチェスト42に連なっており、この第2のシーチェスト42に付設された船外弁43は、閉位置に保持されている。

排水パイプ37の上流端は、遠隔操作弁47を介して第2のポンプ23の吐出口に連なっている。遠隔操作弁47は、開状態に保たれている。排水パイプ37の下流端は、船体2の左舷外側板3a又は右舷外側板3bに開口された排水口48に連なっている。この排水口48は、上記船体2の通常運行吃水N,B,D,Cの上方に位置されている。

図2ないし図4に示すように、左舷バラストタンク10の各バラスト室10a〜10eと右舷バラストタンク11の各バラスト室11a〜11eとは、夫々導入管路53を介して互いに連通されている。導入管路53は、バラスト室10a〜10eの第2の部分17から第1の部分16を経由して各バラスト室11a〜11eの第1の部分16に向けて延びている。この導入管路51の途中に設置された遠隔操作弁54は、開状態に保持されている。

導入管路53は、各バラスト室10a〜10eの上部に開口された取水口55と、各バラスト室11a〜11eの底部に開口された吐出口56とを有している。取水口55は、船体2が通常運行吃水N,B,D,Cまで沈められた時のバラスト水の水位W Lに合わせた位置に開口されており、上記吐出口56よりも上方に位置されている。そして、取水口55は、バラスト水が流入し易いように上方に進むに従い口径が拡開された漏斗のような形状をなしており、注入口35から最も遠ざかった各バラスト室10a〜10eの上部に位置されている。

このような構成のタンカー1において、カーゴタンク6が空の状態で航行する際に、船体2の各バラストタンク10〜12には、船体2を通常運行吃水N,B,D,Cに保持するバラスト水が注入されている。このバラスト水は、タンカー1が積荷港に入港するまでの航行中に陸地から200海里以遠の公海上でクリーンな海水と置換えられる。このバラスト水の置換えは、各バラストタンク10〜12の容量の3倍の海水を各バラストタンク10〜12に強制的に注入するとともに、各バラストタンク10〜12内の汚れた初期のバラスト水を船外に希釈しながら排出することで行われるようになっている。

このバラスト水の置換えに当っては、まず第1および第2のポンプ21,23を同時に駆動する。すると、第1のシーチェスト27を介して船外の海水が吸入パイプ25に吸い込まれ、この海水はクリーンなバラスト水として左舷メインパイプ26に導かれる。このバラスト水は、注入パイプ33の注入口35を通じて左舷バラストタンク10の各バラスト室10a〜10eの底部および船首バラスト室12の底部に注入される。

このバラスト水の注入により、左舷バラストタンク10および船首バラストタンク12内のバラスト水の水位W Lが上昇する。すると、左舷バラストタンク10にあっては、バラスト水の水位W Lが導入管路53の取水口55を上回った時点でこの取水口55にバラスト水が流れ込む。このバラスト水は、重力により導入管路53を通じて右舷バラストタンク11の各バラスト室11a〜11eに向けて導かれるとともに、吐出口56から各バラスト室11a〜11eの底部に吐出される。

このバラスト水の吐出により、右舷バラストタンク11内のバラスト水の水位W Lが上昇し、このバラスト水の水位W Lがオーバーフローパイプ38の排水口52を上回った時点でこの排水口52にバラスト水が流れ込む。同様に船首バラストタンク12においても、バラスト水の水位W Lの上昇に伴ってこのバラスト水がオーバーフローパイプ38の上端の排水口52に流れ込む。このバラスト水は、夫々オーバーフローパイプ38を介して右舷メインパイプ36に導かれる。そして、右舷メインパイプ36に戻されたバラスト水は、第2のポンプ23に強制的に吸い込まれた後に排水パイプ37に吐出され、ここから船体2の排水口48を通じて船外に排出される。

この種のバラスト水の置換え作業は、各バラストタンク10〜12の容量の3倍に亘る量のクリーンバラストである海水を注入することで実施されるので、時間的にはバラストポンプの容量にもよるが数日間に及ぶバラストポンプの連続運転が必要となる。そのため、バラスト水の置換え作業を実施するに当っては、コンピュータを利用して各弁の開閉操作や第1および第2のポンプ21、23の操作およびバラストタンク10〜12の切り換え等が自動的に実行され、このことにより、作業者の負担を軽減しつつ安全かつ確実にバラスト水の置換え作業を行えるようになっている。

このような本発明の第1の実施の形態によれば、船体2が通常運行吃水N,B,D,Cを保持し得るように各バラストタンク10〜12にバラスト水が積載された状態において、左舷バラストタンク10および船首バラストタンク12にクリーンな海水をバラスト水として強制的に注入し、左舷バラストタンク10の内部でオーバフローしたバラスト水を重力を利用して右舷バラストタンク11に導くとともに、この右舷バラストタンク11および船首バラストタンク12でオーバフローしたバラスト水を強制的に船外に排出する構成を採用している。

このため、バラスト水の置換え中においても各バラストタンク10〜12内のバラスト水の水位W Lが一定に保たれ、船体2の通常運行吃水N,B,D,Cが維持されるので、航行中の船体2の姿勢や船体2の縦強度および操船の見透しに何等悪影響を及ぼすことはなく、船の種類を問わずにバラスト水の希釈置換方式の適用が可能となる。

しかも、上記構成によると、左舷バラストタンク10のバラスト室10a〜10eと右舷バラストタンク11のバラスト室11a〜11eとが導入管路53を介して直列に接続されるので、これら左右のバラストタンク10,11を実質的に一つのタンクと見なしてバラスト水の置換え作業を実施することができる。よって、基本的なバラスト配管20を変えることなく、単にオーバーフローパイプ38と導入管路53を追加することで対応でき、余分な配管経路を極力抑えてコストの低減が可能となる。

また、左舷バラストタンク10内のバラスト水を排出するための取水口55は、バラスト水注入用の注入口35から最も遠ざかったバラスト室10a〜10eの上部に位置するので、バラスト室10a〜10eに流入するクリーンなバラスト水の多くがバラスト室10a〜10e内の初期バラスト希釈に貢献することなくそのまま取水口55に導かれるといった不具合を解消できる。このため、左舷バラストタンク10内でのバラスト水の置換えを効率良く行うことができる。

さらに、船体2に新たに海水を取り入れたり、排水するための経路を付加する必要はないので、船体2の外殻3と同様に高品質が要求される新たな船外弁が不要となり、この点でもコストの低減に寄与することになる。
