着手判定部1400は、実績情報設定部1300から依頼され、依頼された工程に着手した場合に、守る必要のある工程が守られるか否かを判断し、守られる場合は着手可能と判定し、守られない場合には着手不可と判定して実績情報設定部1300に通知する。実績情報設定部1300は、この判定に際して、工程の変更の可否と、設備の変更の可否と判断する。設備の変更の可否を判断するのは、現場の判断で一定の変更を認める場合があり得るからである。すなわち、切削加工などに用いる設備の場合等、作業者から指示された工程を実施し得る複数の設備が同じ工場内にある場合があり、その場合には、他の設備の進捗状況等を見ながら、現場の判断で設備を変更して実施する。
