前記粗鍛造体を少なくとも5℃/s以下で冷却してフェライト・パーライト組織を与えるステップと、を含み、
必須元素として、質量%で、
0.16〜0.35%の範囲内のCと、
0.1〜1.0%の範囲内のSiと、
0.3〜1.0%の範囲内のMnと、
0.040〜0.070%の範囲内のPと、
0.080〜0.130%の範囲内のSと、
0.10〜0.35%の範囲内のVと、及び、
