Abstract

The device has a main arch whose legs connect keel ballasts (2, 3). A lower arch is raised toward a shell (5) of a building. A cable (6) passes through a top of the main arch. The shell is spaced apart from the legs of the main arch so as to permit passage of a navigating and energy producing web (7). Larboard and starboard floaters (10, 11) are attached to an outer side of the legs of the main arch at a height of the shell. A tensioning system (8) adjusts tension of the cable. The main arch is bent toward rear so as to provide mechanical elasticity of the lower arch.
