1. Device for handling, for storage and for insertion of a dummy for starting the run-off in a continuous metal installation, comprising, along a pouring line, a bottomless ingot mould (6) placed at the level of a casting floor (10) and a device (7) for guiding and for secondary cooling of the cast product and in which the starting of the run-off is performed by means of a dummy (12) constituted by an elongate chain with links comprising a back end fitted with a starting head (33) and a front end fitted with a coupling head (31) capable of engaging in detachable manner on a handling hook (30) placed in a stand-by position (29) and connected by a flexible link (15) to a means (23) for raising the dummy (12) to the level of the casting floor (10), the device further comprising means for placing the dummy (12) onto an elongate storage track (16) comprising an entry end capable of being placed vertically above the position for raising of the dummy (12) and an exit end capable of being placed vertically above the ingot mould (6), and means (24) for controlling and for monitoring the lowering of the dummy into the ingot mould (6), and then the guiding device (7), the handling device being characterised in that it comprises an endless chain (17) stretched between two return wheels (21) (21′) each mounted so as to rotate about a horizontal shaft (19) (19′) respectively underneath each end of the storage track (16) and comprising an upper strand (17a) passing along the storage track (16) and a lower return strand (17b) and in that the flexible link 15 for raising the handling hook (30) with the dummy (12) is connected by its end opposite to the hook (30) to a coupling point (18) on the endless chain (17), the latter being associated with a drive motor (23) so that the assembly constitutes a single means for raising and for placing the dummy (12) onto the storage track (16) by rolling the flexible link along the upper strand (17a) and then along the lower strand (17b) of the chain (17) progressively as the dummy (12) is raised and as it advances on the storage track (16).
2. Handling device according to Claim 1, characterised in that the endless chain (17) is a chain with links, stretched between two toothed return wheels (21) (21′) and in that the drive motor (23) is locked in rotation on the rotation shaft (19) of one of the said wheels (21).

Handling device according to Claim 1, characterised in that the storage track (16) consists of two rows of rollers (16) placed on either side of the upper strand (17a) of the endless chain (17) and covering a width at least equal to that of the dummy (12), the said rollers (16) being mounted so as to rotate about horizontal axes perpendicular to the direction of the chain (17) and placed at such a level that the upper parts of the rollers (16) are tangent to a horizontal plane extending along the upper strand (17a) of the chain (17) slightly above the latter.
4. Handling device according to any of the preceding claims, characterised in that the storage track (16) opens at each end onto a pair of guiding wheels (22) (22′) placed on either side of the corresponding return wheel (21) (21′) of the endless chain (17) and mounted so as to rotate about the same rotation shaft (19) (19′).

Handling device according to any of the preceding claims, characterised in that the endless chain (17) is fitted with a hook (28) for retaining the dummy (12) extending transversely outwards so as to engage in a link of the dummy when the latter is placed on the support track and so as to control the movement of lowering the dummy into the ingot mould by regulating the speed of movement of the endless chain (17).

Handling device according to any of the preceding claims, characterised in that the means for controlling the lowering of the dummy consists of at least one pinch roller (24) bearing against the dummy (12) and driven in rotation in the direction of advance of the dummy (12) towards the ingot mould (6).
7. Handling device according to Claim 5, characterised in that the hook (28) for retaining the dummy (12) is fitted with a face for pushing the latter in the direction of advance towards the ingot mould (6) and constitutes, with the endless chain (17) and its drive motor (23), a single means for controlling and for monitoring the lowering of the dummy (12).
8. Handling device according to any of the preceding claims, characterised in that it comprises a track (27) for support of the flexible link (15) for raising the hook (30) extending horizontally underneath the lower strand (17b) of the endless chain (17) and whereon comes to rest the part of the flexible link (15) extending along the said lower strand (17b) progressively as the dummy (12) advances on the storage track (16).
9. Handling device according to Claim 8, characterised in that the support track (27) of the flexible link (15) consists of at least one row of rollers (27) extending along the entire length of the lower strand (17b), underneath the latter.
10. Handling device according to Claim 1, characterised in that the flexible link (15) for raising the handling hook (30) is a chain with links of length substantially equal to the difference in level between the endless chain (17) and the stand-by position (29) of the hook (30).
11. Handling device according to any of the preceding claims, characterised in that the endless chain (17), its drive motor (23) and the assembly of the associated members are mounted on a transfer trolley (11) movable on the casting floor between two positions, respectively for raising and for lowering the dummy for which the two return wheels (21) (21′) of the endless chain are substantially outwardly tangent, respectively, to a vertical plane for raising the handling hook (30) and to a vertical plane for lowering the dummy (12) into the ingot mould (16).
