PURPOSE:To enhance the efficiency of ventilation by driving a ventilation fan with the use of a power from a solar battery attached to the outer surface of a vehicle body when the temperature of the passenger compartment rises during parking, and by opening a normally closed cover of a cowl box. CONSTITUTION:When a system switch 41 is turned on, a solar battery output voltage detecting circuit 43 judges whether the output voltage of the solar battery 3 exceeds a predetermined voltage or not, and if it exceeds the predetermined voltage, the temperature detecting circuit 42 compares the temperature of the passenger compartment with a predetermined temperature. If it exceeds the predetermined temperature, a ventilation fan drive motor 7 is driven to operate a ventilating fan 6, and when a cover of a cowl box is closed, a cowl cover drive motor 24 is driven to open the cowl cover. Simultaneously, an inside and outside change-over damper is set in an ambient air intake mode. With this arrangement, even though the temperature of the passenger compartment rises during long time parking, ventilation is effectively made, thereby it is possible to enhance the comfortability.
