PURPOSE:To perform uniform reaction, while reducing the short pass part of a raw liquid, by providing a plurality of circulatory systems each comprising a packed bed for circulating a raw liquid along a longitudinal direction only to an aeration tank and a sparger pipe for circulating a raw liquid to said packed bed, and circulating a raw liquid in series. CONSTITUTION:A sparger pipe 3 is provided in the vicinity of the lower part of a packed bed 2, to perform the circulation of a raw liquid inside the packed bed and the supply of said raw liquid to microbes adherent to the packed bed by the ejection of air through the fine openings of said sparger pipe 3.
