Thus, a switching device 19 changes over an input to the battery 8 and selects power failure information. This power failure information consists of marks (or spaces) and is modulated with a modulator 3 and transmitted to a transmitter 10. In a receiver 18, a demodulator 11 demodulates a reception signal and transmits it to a detector 15. When the detector 15 detects that the input has power failure information, the detector outputs the information as power failure information 16. In this state, an output device 12 blocks the output. That is, no data 13 is outputted. As a result, since transmission can be conducted with a modulator and a demodulator in common use by cleverly controlling the power failure information and data, the constitution of the circuit can be simplified and the capacity of the battery can be decreased.
