A pair of coils 21-24 opposed each other are electromagnetically coupled between the rotary and fixed sides. When the areas of surfaces formed on the both sides of grooves of the iron cores 11, 12 and opposed each other across a gap between the first and second iron cores 11, 12 are represented by A, B, C respectively from the inside, the area ratio B/A is set in a range 1-1.75 and one B/C in a range B/A+ or -0.25.
