A signal detected by the phase detector 13 is compared with a signal free from the fluctuation of a frequency in an MTI processing circuit 14, and imformations on the degree of deviation and the direction thereof are stored inside the MTI processing circuit 14. Signals radiated into the air in this state are received one after another, subjected to phase detection through the route of circuit elements 5-9 and inputted in the MTI processing circuit 14.
