PURPOSE:To hold liquid droplet stably for a long time without generating coalescence and disruption thereof by a method wherein a water insoluble liquid having specific gravity smaller than that of an aqueous dispersing medium is introduced into said dispersing medium and the aqueous dispersing medium in a lower part is recirculated. CONSTITUTION:An aqueous dispersing medium is entered into a container 1 and a liquid droplet group of a water insoluble substance having specific gravity smaller than that of the aqueous dispersing medium is introduced from a throw- in port 10 and the layer of the liquid droplet group is formed to an upper layer part in the container 1 by utilizing buoyancy. After the liquid droplet layer is formed, the aqueous dispersing medium is withdrawn from a withdrawing port 2 provided to the lower part of the container 1 and recirculated to a dispersing device 5 provided to the top part thereof to make such a condition that a liquid droplet surface is always covered with the aqueous dispersing medium. By this method, coalescence and disruption of the liquid droplet are not generated and the liquid droplet is held stably for a long time.
