PURPOSE:To make it possible to display a picture on the entire screen of a monitor television by temporarily writing a video signal from a low-speed scanner in a memory and by reading it after converting it into a standard TV signal. CONSTITUTION:A video signal from an infrared-ray scanner, a scan synchronizing signal and a sample signal for generating a digital signal by AD-converting an analog video signal are inputted to write control circuit 1. The converted digital signal is sent to read/write memory 4 as write data. Simultaneously, the write control circuit generates the write address signal of the read/write memory, which is applied to address synthesizing circuit 3. A clock signal is applied to read control circuit 2, which generates and sends the read address signal of read/write memory 4 to address synthesizing circuit 3. Simultaneously, data read out of read/write memory 4 are applied to read control circuit 2 and converted there into a TV signal, which is outputted.
