CONSTITUTION:The 4-bit counter 8 is provided, and serial data 1 transmitted is supplied to n-bit shift register 11 and edge detecting circuit 13 after waveform shaping 2. Then the rise or the fall of the input data waveform is detected at circuit 3, and this detection signal is differentiated at 3 to be supplied to be supplied to the reset terminal of counter 8 which produces the shift pulse. Reference clock A (output of crystal oscillator 6) is set to the value of 16 times as much as the data bit, and the time band of one bit means one cycle of counter 8. And the shift pulse which takes in the data is produced at the middle of one cycle of counter 8. In such constitution, the data changing rate is always known to secure the zero-clear.
