Then, in case where the internal pressure of the deaerating chamber stands at less than 7 atmospheric pressure, exhaust in the deaerating chamber 401 sent from the deaerating chamber 401 into an exhaust retrieving pipeline 802 is retrieved through a regulating valve 803 into a condenser 200, in the meantime, the working steam of the gland steam ejector 703 is safely driven with a regulating valve 805 made to be open by a starting steam pipe 806. When the internal pressure of the deaerating chamber 401 has risen at more than 7 atmospheric pressure, signals from a pressure detector 807 closes the regulating valves 803, 805, and opens a regulating valve 801, while exhaust in the deaerating chamber 401 is being worked as working steam, to be able to be retrieved with use of a gland steam condensor 700.
