【発明の属する技術分野】
本発明は、蛍光灯安定器用コンデンサの無害化処理方法およびそのシステム
に関する。

【従来の技術】
近年では、PCB(Polychlorinated biphenyl, ポリ塩化ビフェニル:ビフェニルの塩素化異性体の総称)が強い毒性を有することから、その製造および輸入が禁止されている。このPCBは、1954年頃から国内で製造開始されたものの、カネミ油症事件をきっかけに生体・環境への悪影響が明らかになり、1972年に行政指導により製造中止、回収の指示(保管の義務)が出された経緯がある。

PCBは、ビフェニル骨格に塩素が1〜10個置換したものであり、置換塩素の数や位置によって理論的に209種類の異性体が存在し、現在、市販のPCB製品において約100種類以上の異性体が確認されている。また、この異性体間の物理・化学的性質や生体内安定性および環境動体が多様であるため、PCBの化学分析や環境汚染の様式を複雑にしているのが現状である。さらに、PCBは、残留性有機汚染物質のひとつであって、環境中で分解されにくく、脂溶性で生物濃縮率が高く、さらに半揮発性で大気経由の移動が可能であるという性質を持つ。また、水や生物など環境中に広く残留することが報告されている。

このPCBは平成4(1997)年に廃PCB、PCBを含む廃油、PCB汚染物が廃棄物の処理及び清掃に関する法律に基づく特別管理廃棄物に指定され、さらに、平成9(1997)年にはPCB汚染物として木くず、繊維くずが、追加指定された。

PCB処理物となる電気機器としては、高圧トランス、高圧コンデンサ、低圧トランス・コンデンサ、柱上トランス、蛍光灯安定器用コンデンサ等があり、廃PCB等としては、熱媒体に用いたものは絶縁油として用いたもの、また、これらの洗浄に用いた灯油等があり、廃感圧紙としては、ノーカーボン紙に使用されたカプセルオイルがあり、さらに、これらのPCBの使用又は熱媒の交換、絶縁油の再生、漏洩の浄化、PCB含有物の処理等の際に用いられた活性炭や、廃白土、廃ウェス類、作業衣等のPCB汚染物がある。現在これらは厳重に保管がなされているが、早急なPCBの処理が望まれている。

【発明が解決しようとする課題】
このようなPCB汚染された各種の電気機器のなかでも、蛍光灯安定器用コンデンサは、そのサイズが比較的小さいため、無害化処理を効率よく行うことが難しく、処理されずにそのままの状態で保管されている。

このようなことから、本発明は、蛍光灯安定器用コンデンサを効率よく無害化処理することができる方法およびそのシステムを提供することを目的とする。

【課題を解決するための手段】
前述した課題を解決するための、第一番目の発明による蛍光灯安定器用コンデンサの無害化処理方法は、絶縁油としてPCB油を含んだ蛍光灯安定器用コンデンサの無害化処理方法であって、前記コンデンサを分割するコンデンサ分割工程と、分割された前記コンデンサを洗浄液で粗洗浄する粗洗浄工程と、粗洗浄された前記コンデンサの有機物を脆化させる有機物脆化工程と、有機物を脆化された前記コンデンサをアルカリ水溶液中に浸漬してアルミニウム箔を溶解させると共に、当該アルカリ水溶液から容器を分離する容器分別工程と、前記容器分別工程からの前記アルカリ水溶液から前記脆化物を分離すると共に、当該アルカリ水溶液からアルミニウム成分を分離して当該アルミニウム成分を処理するアルミニウム成分処理工程と、前記粗洗浄工程からのPCBを含む廃液と、前記アルミニウム成分処理工程からの廃液とを分解処理して無害化する分解処理工程とを行うことを特徴とする。

本発明による蛍光灯安定器用コンデンサの無害化処理方法およびそのシステムの第一番目の実施の形態を図1〜6を用いて説明する。図1は、蛍光灯安定器用コンデンサの無害化処理システムの部材処理システム部分の概略構成図、図2はスラリ製造装置の概念図、図3は、図2のスラリ製造装置の概略構成図、図4は、水熱分解処理装置の概略構成図、図5は、蛍光灯安定器用コンデンサの無害化処理方法の手順を表すフロー図、図6は、蛍光灯安定器の概略構成図である。

<蛍光灯安定器>
まず、始めに、蛍光灯安定器の概略構成を図6を用いて説明する。

図6に示すように、蛍光灯安定器30は、ケース31の内部にトランス32と力率改善用のコンデンサ33とが熱硬化性樹脂等で接着固定されて取り付けられたものである。このコンデンサ33は、容器33a内に、アルミニウム箔、絶縁紙、プラスチックスフィルム等からなる素子と絶縁油であるPCB油とが封入されたものである。本発明は、この蛍光灯安定器30内に取り付けられたコンデンサ33を無害化処理しようとするものである。

<無害化処理システム>
次に、本実施の形態による蛍光灯安定器用コンデンサの無害化処理システムの概略構成を図1〜4を用いて説明する。

本実施の形態にかかる蛍光灯安定器用コンデンサの無害化処理システム100は、蛍光灯安定器30から取り出されたコンデンサ33を分割するコンデンサ分割装置110と、分割されたコンデンサ33を保持する金網製の保持筐101と、分割されたコンデンサ33を洗浄液1で粗洗浄する粗洗浄装置120と、粗洗浄されたコンデンサ33を加熱された溶解液2中に浸漬してコンデンサ33の前記プラスチックスフィルム33dを溶解液2に溶解させて除去するプラスチックス除去装置130と、粗洗浄されたコンデンサ33の前記絶縁紙33c等の有機物を脆化させて脆化物43cとする有機物脆化装置140と、前記有機物を脆化されたコンデンサ33をアルカリ水溶液6中に浸漬してコンデンサ33の前記アルミニウム箔33bを溶解させると共に、アルカリ水溶液6からコンデンサ33の前記容器33aを分離する容器分別装置150と、容器分別装置150からの容器33aを洗浄液1で仕上洗浄する仕上処理装置160と、容器分別装置150からのアルカリ水溶液6から脆化物43cを分離すると共に、当該アルカリ水溶液6からアルミニウム成分を分離して当該アルミニウム成分を処理するアルミニウム成分処理装置170と、アルミニウム成分処理装置170で分離された脆化物43cをスラリ8とするスラリ化装置180と、粗洗浄装置120からの洗浄液1の廃液1a、プラスチックス除去装置130からの前記プラスチックス粉末43d、アルミニウム成分処理装置170からのアルカリ水溶液6の廃液6a、スラリ化装置180からのスラリ8を分解処理して無害化する分解処理装置190とを備えている。以下に、各装置の構成を説明する。

コンデンサ分割手段の一例であるコンデンサ分割装置110は、図1に示すように、蛍光灯安定器30から取り出されたコンデンサ33を支持する支持テーブル111と、このコンデンサ33を裁断する裁断手段の一例である油圧カッタ112とを備えている。

粗洗浄手段の一例である粗洗浄装置120は、図1に示すように、前記保持筐101を支承するブラケット121aを有して洗浄液1が入れられる粗洗浄槽121と、この粗洗浄槽121内に洗浄液1を供給する洗浄液供給手段の一例である洗浄液供給器122と、粗洗浄槽121内に設けられて洗浄液1を攪拌する攪拌手段の一例である攪拌翼123と、粗洗浄槽121の底部に設けられた排出手段の一例である排出バルブ125とを備えている。

プラスチックス除去手段の一例であるプラスチックス除去装置130は、図1に示すように、前記保持筐101を支承するブラケット131aを有して溶解液2が入れられる溶解槽131と、この溶解槽131内に溶解液2を供給する溶解液供給手段の一例である溶解液供給器132と、溶解槽131内に設けられて溶解液2を攪拌する攪拌手段の一例である攪拌翼133と、溶解槽131内の溶解液2を加熱する加熱手段の一例である加熱器134と、溶解槽131の底部に設けられた排出手段の一例である排出バルブ135と、この排出バルブ135に連結されて調温機構を有する濾過器136と、この濾過器136に連結されて当該濾過器136で濾過された溶解液2を溶解槽131内に戻す送給ポンプ137とを備えている。このような濾過器136、送給ポンプ137等により、本実施の形態では溶解液再利用手段を構成している。

(コンデンサ取出工程S10−2)
次に、コンデンサ33を取り出せるように蛍光灯安定器30を切断分解する。具体的には、図6に一点鎖線Aで示したように、トランス32とコンデンサ33とを分離させるように蛍光灯安定器30のケース31をバンドソーや油圧カッタ等の切断機で切断した後、コンデンサ33の内装側のケース31に圧縮機で外側から応力歪みを加えて、ケース31とコンデンサ33とを接着固定する熱硬化性樹脂を崩し、ケース31からコンデンサ33を取り出す。このとき、上記熱硬化性樹脂がタール状に劣化して高粘着物となってケース31からコンデンサ33を取り出せない場合には、図6に一点鎖線Bで示した箇所をさらに切断して取出の容易化を図る。なお、本実施の形態では、上記切断機、上記圧縮機等によりコンデンサ取出手段を構成している。

このようにして粗洗浄を終えたら、前記保持筐101をプラスチックス除去装置130の溶解槽131内に載置して前記部材33a〜33dをトランス油や熱媒油等の溶解液2に浸漬し、攪拌翼123を回転させると共に加熱器134を作動して溶解液2を加熱すると(150〜200℃、好ましくは170〜180℃程度)、上記部材33a〜33dに付着残留しているPCB油およびプラスチックスフィルム33dが溶解液2に溶解し、上記部材33a〜33cに付着残留するPCB濃度がさらに低下すると共に(1g/m2 程度)、当該プラスチックスフィルム33dが取り除かれる。
