本発明は、電話、パソコンなどを通じ、競馬、競輪、競艇、オートレース等の公営競技における勝者投票券に関する取引サービスを提供するシステムに関する。

【従来の技術】
競馬、競輪、競艇などでは、従来から、投票機会の拡大による売上増進を図るため、電話等を利用して、競技場にいなくても勝者投票券を購入できるサービスを提供している。

このサービスでは、勝者投票券の購入代金の直接的な授受が不可能なため、例えば下記の方式で勝者投票券を購入するようになっている。
第一の方式は、殆どの競技で採用されているもので、競技事業者が予め投票券購入希望者から担保金を預かり、投票用口座の残高の内、その担保金額を上限として投票券を購入する。なお、投票用口座は、開催日以外は入出金可能であるが、開催日は出金できないのが一般的である。

第二の方式は、担保金をとらずに投票を行う方式で、現在２種類の方式が採用されている。
その一は、投票券購入希望者は、事前に投票用の口座を申告しておき、投票用口座の残高内で投票券を購入する。なお、投票用口座は、競技開催日以外は通常の口座と同様に入出金可能であるが、競技開催日は、出金できない。

その二は、投票券購入希望者は、入金専用の口座と出金用の２つの口座を申告しておき、入金専用口座の残高内で投票券を購入する。そして、払戻金が購入金を上回った場合に、その差額が出金専用口座に振り込まれる。

【発明が解決しようとする課題】
前記第一方式は、勝者投票券の購入にあてられる金額を予め担保としてとることにより、その担保金額を超えない範囲で勝者投票券の購入を可能としている。しかしながら、口座におかれた資金は、勝者投票券購入希望者の資金であるにもかかわらず、購入希望者の意思で自由にできない場合があるという不具合が生じている。また、非開催日のない競技においては、投票用口座からの出金を止めることはできないことから、勝者投票券購入希望者が口座から資金を引出し、かつ勝者投票券を購入した場合、資金不足を発生させる恐れがある。

第二方式のその一は、非開催日のない競技においては、勝者投票券購入希望者自身の資金であるにもかかわらず、投票用口座からの出金ができない。
第二方式のその二は、払戻金が購入金を上回った場合に、その差額が出金専用口座へ振り込まれてしまうため、新たに入金専用口座へ入金しないかぎり翌日の勝者投票券購入資金が増えることがない。また、入金専用口座は、勝者投票券購入希望者自身の資金であるにもかかわらず出金ができない。

本発明は、このような事情に鑑みてなされたもので、勝者投票券購入希望者から残高不足に対応するための担保金をとらずに勝者投票券に関する取引を可能とし、かつ勝者投票券購入希望者自身の資金に対して制約を与えないシステムを提供することを課題とする。

＜本発明の第一の勝者投票券取引システム＞
本発明の第一の勝者投票券取引システムは、前述した課題を解決するため以下のように構成されている。図１は、本発明の原理図である。
