従来、道路の交通制御に関し、交通安全あるいは通行者の利便等の観点から、種々の提案が行われている。
例えば、横断歩道において、高齢者または身体障害者は、横断速度が低いことから、通常の青信号の時間内には横断歩道を渡りきれないことが考えられる。

【発明が解決しようとする課題】
しかしながら、従来のように、青信号の時間を延長するための押しボタンを備える場合、歩行者は、押しボタンに近づき、ボタンを押すという作業を行う必要があった。このような作業は、歩行が困難な歩行者や、車椅子を利用している歩行者にとっては、大きな負担となる場合があり、さらに、盲目の歩行者にとっては非常に困難な作業であった。
