A web 1 of sheet material, e.g. a laminate of paper and aluminium foil with the exposed surface of the foil coated with polyvinyl acetate heat-sealing coating composition is folded by known mechanism so that one edge of the web 3 provides a pouch-forming member 5 and the other edge is folded over to form a flap. A heated shoe 7 seals the adhesive on the underside of the flap to the pouch-forming part 5, along a line spaced from the edge of the flap. After the transverse seal 9<SP>1</SP> has been made the article 11 is introduced via the tube 2 and the heat-sealing bars move upward to 9 to form the upper seal. The web is advanced by the downward motion of the jaws 9 and the envelope is cut-cff by blades 13. The flap-forming member 4 is previously over-printed, such as with printing ink, at 8 and 10 so that the seal between the flap and the pouch-forming member 5 is weaker than the seal between the pouchforming member and the body of the sheet thus allowing the envelope to be readily opened.
