A device for dispensing tape and forming a tab thereon comprises rollers formed by a series of spaced discs 20 to 21 and tape-holding fingers 36 between the discs of the roller 21 which normally extend beyond the circumference of that roller into adhesive contact with tape 43 but are retractable within the circumference. Means are provided for rotating the rollers simultaneously for a given distance as well as for retracting the fingers 36 after beginning such rotation, for extending them again after such rotation and for severing the tape. The fingers 36 are journalled on a shaft 35 fixed to a triangular plate 32 which is supported by a cam 31 and held at its upper corner by roller shaft 25 positioned in a notch 33; the fingers may be oscillated slightly against tension of a spring 37, and are reciprocable between their extended and retracted positions in response to dispensing and return strokes of a lever 30 acting on cam shaft 28. Depression of the lever 30 rotates the rollers 20 and 21 thereby propelling the tape 43 forwards ; during the slight interval before retraction of the fingers 36, a loop 46 forms in the leading portion of the tape which remains stuck to the fingers until their retraction. A knife 42 bends the loop 46 backwards as it passes under it, the lever 30 is released and the dispensed tape is cut off by drawing it up against the knife 42.
