Die heute gebräuchliste Form dieser Verursachergebühren ist der gebührenpflichtige Kehrichtsack oder die Gebührenmarke für sperrige Abfuhrstücke. Ein Vorteil dieses Vorgehens ist der geringe Aufwand; nachteilig ist, dass die Verursacher nach ihrem Abfallvolumen, die Gemeinden dagegen nach dem durch sie abgelieferten Abfallgewicht belastet werden. Die Beseitigung dieses Nachteils hat wieder zu neuen Ueberlegungen geführt. Eine bekannte Lösung sieht so aus, dass an den Kehrichtabfuhrautos Wägesysteme montiert werden, die jeden Abgeber identifizieren und das von ihm abgegebene Kehrichtgewicht ermitteln. Voraussetzung hierbei ist, dass jeder Abgeber von Kehricht einen hinsichtlich Grösse genormten Container hat. Die Erfindung schafft die Möglichkeit, den Zugang zu den zu einem Mehrfamilienhaus gehörenden, an einem zentralen Platz im Freien aufgestellten Kehrichtcontainern zu kontrollieren und für den dort deponierten Kehricht gewichtsabhängige Gebühren zu erheben. Der Sammelraum, gebildet durch die auf einem Abstellplatz in Reihe stehenden Container wird durch ein Gerüst eingegrenzt und mit einer Dachkonstruktion überdeckt. Ein willkürlicher Zugang zu den Containern ist damit ausgeschlossen. Der Hauseigentümer kann dann mit dem Aufstellen der Einrichtung jedem Mieter einen Datenträger mit gespeicherten Geldwerteinheiten in Form eines Schlüssels oder einer Taxkarte abgeben, der entsprechend dem jeweils in den Containern deponierten Kehrichtgewicht entwertet wird. Die vom Abfuhrauto geleerten Container werden vor und nach der Entleerung gewogen und später dem Hauseigentümer entsprechend dem abgegebenen Gewicht belastet. Am Abstellplatz 1 eines Mehrfamilienhauses sind drei Sammelbehälter B in gerader Reihe nebeneinander aufgestellt. Der im Grundriss rechtekkige Abstellplatz 1 ist nach drei Seiten durch ein ortsfestes Gerüst begrenzt, das aus vier vertikalen und drei horizontalen, untereinander fest verbundenen Trägern 2 und 3 besteht. An dem sich rückseitig horizontal erstreckenden Träger 3 sind zwei Kragarme 4 befestigt, die mit den beiden dazu parallelen Seitenträgern 3 drei Abteile oder Fächer bilden, in die je einer der Behälter B mit offenem Deckel hineingeschoben wird. Die Behälter B sind sozusagen zwischen den horizontalen Trägern 3 und den Kragarmen 4 gefangen. Das Gerüst 2, 3 ist mit einem festen Dach 5 abgedeckt und endseits im Dachbereich durch Wände 6, 7 50 abgeschlossen, dass die oben offenen Seiten der Behälter B unzugänglich bzw. nur durch eine von einer am Dach 5 angelenkten Klappe 9 abgedeckte Dachöffnung 10 zugänglich sind. Im Dachraum ist eine Waage 11 untergebracht, die einen sich nahezu über die Länge des Abstellplatzes erstreckenden Waagarm aufweist, der aus zwei parallelen Wellen 12, 13 besteht, die mit einem Ende (in Fig. 2 rechts) an einer am Gerüst 2,3 gelagerten Schwenkachse und am anderen Ende in einer Stützplatte 15 drehbar gelagert sind. Der aus den Wellen 12,13 gebildete Waagarm ist folglich in Richtung des in Figur 2 eingezeichneten Doppelpfeiles 16 um die Schwenkachse 14 schwenkbar und mit der Stützplatte 15 auf einer ortsfest im Dachraum angeordneten Wägezelle 17 abgestützt. Am Waagarm 12,13 angreifende Vertikalkräfte P werden somit von der Wägezelle 17 detektiert und einem Rechner 28 signalisiert. An den Enden der Wellen 12, 13 sind je ein Hebel 18, 18' bzw. 19, 19' befestigt, die an den unteren freien Enden je eine Umlenkrolle 20 mit näherungsweise horizontaler bzw. leicht geneigter Drehachse aufweisen. Um die Rollen 20 der Hebel 18, 19 bzw. 18' bzw. 19' ist je ein Endlosband 21 geführt, deren obere Trums je durch eine Stützschiene 22 gestützt ist, welche Stützschienen 22 endseits an den Hebeln 18, 19 bzw. 18', 19' befestigt sind. Die beiden Hebel 18, 18' und 19, 19' sind je durch ein Hebelgetriebe 18" bzw. bzw. 19" derart miteinander verbunden, dass wenn die Hebel 18, 19 nach aussen schwenken, die Hebel 18', 19' simultan und symmetrisch nach aussen geschwenkt werden (in Fig. 3 strichpunktiert gezeichnet). Die Klappe 9 ist von einer nicht dargestellten Luftfeder beaufschlagt, die sie in der Offenstellung hält und gegen deren Wirkung sie von Hand in die Schliessstellung schwenkbar ist und dort durch einen elektromagnetischen Riegel 26 festgehalten wird. Wird die Klappe 9 entriegelt, öffnet sich die Luftfeder selbsttätig. Die gebührenpflichtige Betätigung des Riegels 26 erfolgt mit einem Datenträger in Form einer Karte oder eines Schlüssels, dem löschbare Geldwerteinheiten eincodiert sind. Dieser Datenträger wird in einen an den Rechner 28 angeschlossenen Lesekopf 27 gesteckt und geprüft, ob er entwertet ist oder nicht. Sind noch Geldwerteinheiten eincodiert, wird der Riegel 26 vom Rechner 28 angesteuert und die Klappe 9 entriegelt. Ist der Datenträger entwertet, bleibt die Klappe 9 geschlossen, was vom Rechner 28 über einen Display 29 zur Anzeige gebracht wird.The
Bei der Freigabe der Klappe 9 durch den Riegel 26 sind die Endlosbänder 21 in Ruhe und die Hebel 18, 18', 19, 19' nach innen geschwenkt (in Fig. 3 mit ausgezogenen Strichen gezeichnet). In diesem Zustand der Einrichtung kann ein Kehrichtsack 30 durch die Dachöffnung 10 auf die Endlosbänder 21 aufgelegt werden. Dessen Gewicht P übt ein Moment (Pfeil 16) am Waagarm 12, 13 aus und erhöht die von der Stützplatte 15 auf die Wiegezelle 17 ausgeübte Kraft. Diese signalisiert dem Rechner 28 die Gewichtsveränderung. Wird die Klappe 9 daraufhin geschlossen, erfolgt vom Riegel 26 eine entsprechende Rückmeldung an den Rechner 28, der eine dem Sackgewicht entsprechende Gebühr errechnet und dem Lesekopf 27 einen entsprechenden Entwertungs- und Freigabebefehl für den Datenträger erteilt. Anschliessend oder danach erfolgt ein Spreizbefehl an den Linearmotor 23, der die Hebel 18, 18', 19, 19' auseinanderschwenkt, so dass der Kehrichtsack 30 in den darunter stehenden Behälter B fällt. Damit ein Behälter B nicht überfüllt wird, sind an den Kragarmen 4 Lichtquellen 31 von drei Lichtschranken 32 bis 34 angebracht, die sich in Längsrichtung unmittelbar über den Behälter B erstrecken. Diese Lichtschranken 32 bis 34 sind Füllstandanzeiger, die dem Rechner 28 signalisieren, wenn einer der Behälter B voll ist. Meldet beispielsweise die Lichtschranke 32 dem Rechner 28 das Signal "voll", steuert der Rechner 28 nach dem Schliessen der Klappe 9 zuerst die Schrittmotoren 24, 24' an und setzt die Endlosbänder 21 in Gang. Diese transportieren nun einen Kehrichtsack 30 bis zu einer Stelle 38 über den mittleren Behälter B. Erst nach Erreichen dieser Stelle 38 betätigt der Rechner 28 den Linearmotor 23 und schwenkt die Hebel 18, 18' bzw. 19, 19' auseinander, so dass der Kehrichtsack 30 in den mittleren Behälter B fällt. Ist dieser Behälter B gefüllt, ergeht ein entsprechendes Signal von der Lichtschranke 33 an den Rechner 28, der dann den nachfolgend eingegebenen Kehrichtsack 33 zur Stelle 39 transportiert und dort (durch ein Ausschwenken der Hebel 18, 18' bzw. 19, 19') in den rechten Behälter B fallen lässt. Meldet die Lichtschranke 34 auch diesen gefüllt, sperrt der Rechner 28 den Lesekopf 27 und die Klappe 9 bleibt geschlossen.When the
Wie Figur 1 zeigt, ist die vordere Seite des Daches 6 mit einer sich über die ganze Länge erstreckenden Seitenklappe 35 versehen, die mit Scharnieren 36 am festen Teil des Daches 6 angelenkt ist. Die Seitenklappe 35 kann in der Schliessstellung mittels eines Vorlegeschlosses 37 gesperrt werden. In dieser Stellung übergreift sie den oberen Rand der Behälter B, so dass diese nicht durch Unbefugte entfernt oder ausgewechselt werden können. Für die Entsorgung der Behälter B besitzen die mit dem Abfuhrwesen betrauten Personen einen Schlüssel zum Vorlegeschloss 37, so dass nur diese Personen die Seitenklappe 35 hochschwenken und die Behälter aus der Einrichtung herausnehmen und in ein Sammelfahrzeug entleeren können.As FIG. 1 shows, the front side of the
Figur 4 zeigt eine alternative Ausgestaltung des Fördermittels. Dabei ist an einer Schiene 40, welche sich im Dachraum oberhalb der Kehrichtsammelbehälter befindet, ein Förderkorb 41 angeordnet. Dieser Förderkorb 41 ist durch einen von der Steuereinrichtung gesteuerten Antrieb entlang der Schiene 40 verfahrbar, so dass der Korb 41 über den Kehrichtsammelbehältern positioniert werden kann. In seiner Ruhestellung ist der Förderkorb 41 bei der Öffnung 10 positioniert, so dass der Kehricht durch die Oeffnung in den zur Oeffnung hin offenen Korb 41 eingebracht werden kann. Nach dem Einbringen des Kehrichts durch den Benutzer in den Korb wird dieser mit dem Kehricht gewogen, wie bereits beschrieben und wird danach zu dem von der Steuereinrichtung ausgewählten Kehrichtbehälter verfahren. Oberhalb des Kehrichtbehälters wird der aus zwei Teilen bestehende Korb 41 so geöffnet, dass der Kehricht nach unten in den Kehrichtsammelbehälter ausgeworfen wird. In der Figur 4 sind mit punktierten Linien die beiden Korbhälften 41' und 41" in geöffnetem Zustand dargestellt. Die Oeffnung des Korbes erfolgt durch einen Linearantrieb 42 und ein Gestänge 43, welches bewirkt, dass sich die beiden Hälften des Korbes gleichmässig und erschütterungsfrei öffnen. Figur 5 zeigt in schematischer Darstellung noch einmal die Schiene 40 und den Förderkorb 41. Die Schiene 40 ist dabei in mehrere Teile unterteilt, wobei in der Figur 5 ein erstes Schienenteil 40' dargestellt ist und ein weiteres Schienenteil 40" nur teilweise gezeigt ist. Das Schienenteil 40' befindet sich im Zugangsbereich und ist einerends auf der Wägezelle 52 abgestützt. Anderends ist das Schienenteil 40' an einer Lagerstelle 44 drehbar gelagert und geführt. Es ist auf diese Weise ersichtlich, wie durch die Wägezelle das Gewicht des Schienenteils 40' mit dem daran angeordneten Korb 41 ermittelt werden kann.Figure 4 shows an alternative embodiment of the funding. In Figur 6 ist dargestellt, wie besonders durch die vorher dargestellte Lösung mit den Schienenabschnitten auf einfache Weise ein modularer Aufbau der ganzen Einrichtung erzielt werden kann. Die Einrichtung kann dabei ein erstes Einwurfelement 50 aufweisen, welches die Zugangsöffnung 10 aufweist und denjenigen Schienenteil 40', an welchem die Wägung erfolgt, wie dies vorstehend beschrieben worden ist. Weiter erforderlich ist jeweils ein Endelement 45, welches über dem letzten der Anzahl Kehrichtsammelbehälter stationiert ist. Zwischen dem Einwurfelement und dem Endelement, welche auch direkt aneinandergrenzen können, wobei dann die Einrichtung für nur zwei Kehrichtsammelbehälter konfiguriert ist, können eine Reihe Verlängerungselemente 46 bzw. 47 angeordnet sein. Mit nur einem Verlängerungselement zwischen Einwurfelement und Endelement ergibt sich eine Einrichtung für drei Kehrichtsammelbehälter. Mit zwei Verlängerungselementen, wie in der Figur 6 dargestellt, ergibt sich eine Einrichtung für vier Kehrichtsammelbehälter. Figur 7 zeigt eine weitere Ausführungsform des an der Schiene 40 angeordneten und verfahrbaren Korbes. In dieser Ausführungsform ist der Korb 49 ebenfalls zu der Zugangsöffnung 10 hin offen, so dass er mit dem Kehricht bzw. einem Kehrichtsack 48 beschickt werden kann. Der Korb 49 ist aber in diesem Ausführungsbeispiel um eine in der Einrichtung schräg stehende Achse 53 (Figur 8) drehbar, so dass durch die Drehung der Kehricht durch die Beschickungsöffnung des Korbes auch ausgeworfen wird. Die Auswurfstellung ist in Figur 7 mit 49' bezeichnet. Durch die Schrägstellung der Schwenkachse des Korbes und durch eine geeignete Formgebung des Korbes kann es erreicht werden, dass der Korb nach der Auswurfbewegung beim Zurückfahren nicht an einem Kehrichtsack 48' hängenbleibt, der über den Rand des Kehrichtsammelbehälters B vorsteht. Dabei ist die Drehbewegung des Korbes zurück in die Grundstellung mit der Rückfahrbewegung gekoppelt, so dass der Korb 47 gleichzeitig das Drehen und das Zurückfahren ausführt und sich so oberhalb des vorstehenden Kehrichtsacks 48' dreht, dass er diesen Sack nicht tangiert. In der Figur 7 ist dies mit zwei weiteren Stellungen 49" und 49"' des Korbes 49 dargestellt, wobei die entsprechenden Pfeile in der Figur die Drehbewegung und die Rückfahrbewegung angeben.
