When the moving tool rest 2 moves, the belt 7 moves along with the moving tool rest and is straightened. When the belt 7 moves forwards reversely, namely, the belt exceeds the safe movement distance, or the movement speed exceeds the normal speed, the locking mechanism 6 can fix the belt 7 instantly, which is similar to the principle of an automobile safety belt, so that the movable knife rest 2 is protected, and the safety is improved. The locking mechanism 6 may employ a centrifugal clutch.
Preferably, the middle part of the belt 7 is provided with a rubber pull belt for playing a role of buffering. The locking ring 5 is connected with the moving tool rest 2 by adopting an adjusting rod 8 to adjust the safety distance of the belt 7.
