一种信号发送、接收方法及装置。其中方法包括:终端设备在第一载波接收网络设备按照第一周期发送的窄带主同步信号NPSS、按照第二周期发送的窄带辅同步信号NSSS;其中,所述NPSS在每个周期中占用的子帧的子帧号为M,所述NSSS在每个周期中占用的子帧的子帧号为N;M为5,N为0,或者M为0,N为5;所述终端设备在第二载波接收所述网络设备按照第三周期发送的窄带物理广播信道NPBCH、按照第四周期发送的窄带***信息块1SIB1‑NB;其中,所述NPBCH在每个周期中占用的子帧的子帧号为P,所述SIB1‑NB在每个周期中占用的子帧的子帧号为Q;P为5,Q为0,或者P为0,Q为5;所述终端设备根据所述NPSS、所述NSSS、所述NPBCH、所述SIB1‑NB获得下行同步和***消息。
