After the progress of the task is set as 'finished', the task can not be reported any more; in the project execution process, a project principal receives a report prompt before a stage node of annual plan making, the filling of stage progress conditions comprises project task completion conditions, stage achievements, deliveries, problems, solutions, next-stage work arrangement and other contents in the period of the project report, and can upload a stage report, the stage report can be filled by referring to a task plan, project task progress, work progress decomposition plan, annual plan, historical report and change items, and the stage of the project can be set and evaluated; in the project execution process, project managers can provide project change applications and can select whether to perform expert review, if yes, the input conference review can be performed after the expert review is passed, and project change is implemented after approval is passed; and finally, ending the project, and after the audit is passed, the participators of the project can summarize the work according to the work tasks born by the participators in the year and can be used as one of the assessment indexes.
The automation submitted by project principals at months 1, 2, 4, 5, 7, 8, 10, 11 was categorized as a staging report (shown in report type) and the automation submitted by project principals at months 3, 6, 9, 12 was categorized as a quarterly report, depending on the time at which the project principals reported. The quarterly report and the phase report are different in that the quarterly report can see quarterly evaluation opinions and evaluation grades, and the phase report can only see monthly feedback opinions; as shown in fig. 7, the quarterly report requires a feedback evaluation, and if the evaluation is not qualified, the project is terminated, and if the evaluation is qualified, three different opinions of normal progress, advance and delay are prompted.
As shown in fig. 8, a milestone plan needs to be edited in the project progress process, and after editing is completed, form review needs to be submitted, and if the project does not pass, form review needs to be re-edited until the review passes; further, whether expert review is carried out on the milestone plan or not can be selected; and (4) carrying out conference review of entering of the milestone plan, entering of the final opinion after the review, preferably evaluating the final opinion, terminating the project and ending the problem if the evaluation is not passed, and having good flexibility and strong operability by dividing into conditional pass and complete pass.
As shown in fig. 10, after the project is completed, the final application needs to be proposed and checked, and if the project does not pass the final application, the final application needs to be proposed again until the check passes, and the members of the project group and the project principal need to compile an annual summary.

The project responsible person can see the condition of the payment of the project. The expenses are respectively summarized according to the source of the expenses, and a summary table of the source of the expenses can be checked. According to the source of the expenses, the historical account condition of the money transfer given by different units under the source can be seen; budget information and actual money information of funds of different sources can be seen through the fund source summary table, and total subsidy budget, total accumulated total account, accumulated execution rate, annual subsidy budget, annual subsidy account and annual subsidy execution rate, and the total information of all the statistical apertures can be specifically displayed. The project responsible person can see the total budget, the accumulated expenditure, the annual budget, the annual expenditure, the execution rate of the expenditure, the detailed expenditure and other expenditure information of the project through the expenditure execution condition function. In the expense detail, data are taken from the financial system once a month to obtain an expense detail list, and in addition, according to the actual dynamic execution condition of the project in the current year, an expense budget execution condition summary list, material expense expenses and fixed asset expense can be checked, so that the project expense execution condition can be mastered. The information of the current year is displayed by the budget execution condition summary table, the labor cost, the material expense expenditure expense and the fixed asset purchase expense.
After the project responsible person passes the final application of project establishment in the process management unit, the project responsible person establishes a project settlement specification under the expense management unit, and needs to fill in external subsidy expense settlement condition description, expense expenditure detailed condition description, expense budget execution difference description, asset purchase and management condition description and other items.
As shown in fig. 12, the execution flow of the result checking and accepting unit is as follows: the project principal provides an application for checking and accepting the results (namely uploading checking and accepting materials); and (4) filing data of the project after formal examination, financial acceptance, expert acceptance and open meeting evaluation are sequentially carried out, and if one project does not pass, replenishing and uploading acceptance materials.
Wherein the results of the formal examination are divided into:
1) examination passes: the approved acceptance items can be selected and pushed to a financial acceptance stage according to the requirements of the items;
2) examination failed: the acceptance application of formal examination and rejection is returned to the project principal to be modified, and the re-modified acceptance application can be re-submitted to the system to be examined or the project is directly eliminated.
The result of the financial acceptance is divided into:

The results of expert acceptance are:
1. if the review is not passed, the project is rejected to a project responsible person for adjustment, and then review and report operation is carried out;
2. if the review passes, the technical innovation management department can select and push the conference review stage in the system. If the review is not passed, the project is rejected to the project responsible person for adjustment, and the report operation is reviewed.
The conference evaluation can be performed in parallel with the expert evaluation, the manager can check the project to be evaluated and then click to initiate the conference evaluation, and the expert can log in the system to check the evaluation materials during the period that the evaluation is not finished. After the off-line evaluation is finished, the manager enters the conference evaluation conclusion interface and the evaluation information according to the evaluation result. And the result identification process comprises the steps of carrying out result identification application, repeatedly auditing until the result is passed, and finally inputting an identification result.

And (3) online evaluation: after receiving the feedback of the scores of the experts on the projects, the system automatically collects the evaluation results, gives recommendation level opinions according to a set principle, and determines recommendation level operation by the unit management personnel according to the professional evaluation recommendation results given by the system.
And (3) offline evaluation: the offline organized project review scoring and voting is entered into the system by the manager of the organization.
Note: and (4) initiating expert review for both online review and offline review, wherein the purpose of initiating expert review is to inform the expert and push project materials to be reviewed to the expert. The online evaluation refers to that after the expert logs in the system, the expert performs evaluation in the system, and the evaluation results are summarized by the system; and the offline evaluation refers to that experts browse and view the reward declaration book online, evaluate and score offline, and the unit manager collects the expert evaluation results and inputs the final evaluation results into the system.

Note: and meeting evaluation needs to be initiated for both online evaluation and offline evaluation, the purpose of initiating the meeting evaluation is to inform experts, and project materials needing to be evaluated are pushed to the experts. The online evaluation refers to that after the expert logs in the system, the expert performs evaluation in the system, and the evaluation results are summarized by the system; and the off-line evaluation refers to that experts browse and check on line, score and evaluate off line, and the unit manager collects the evaluation results of the experts and inputs the final evaluation results into the system.
The unit management personnel can initiate the publicity according to the prize winning list and release the publicity to the first page publicity of the technical innovation management information system; if an objection is proposed for the winning item during the presentation period, the unit management personnel performs objection processing and inputs the objection processing result.
As shown in fig. 15, after the management post issues the post-evaluation notification, the project principal may upload a self-evaluation report in the project evaluation unit and submit the report to the post-evaluation organization, and the management post may organize the post-evaluation work according to the self-evaluation report uploaded by the project principal. After the post-evaluation work is finished, the management post uploads post-evaluation division and manuscript and post-evaluation reports to a post-project evaluation library in the unit, and the time for a project principal to submit a rectification scheme plan is regulated.
If the attachments uploaded by the project responsible person on the management post have problems, the attachments can be rejected at any time, the project responsible person uploads the attachments again, and the system reminds on the home page in a message mode. After the management post accepts the materials uploaded by the project principal, the project can be filed. And after the project is filed, entering a post-evaluation project library, and the information can not be modified. The management post can also search the post-evaluation information of the historical item in the module.
As shown in fig. 16, the innovative wisdom library unit includes the following processes: and issuing the collection notice of talents, experts and review experts of each unit, submitting the talents, the experts or the review experts, entering a talent bank, an expert bank or a review expert bank respectively after approval, and issuing special tasks to the experts in the expert bank.

The intellectual property management unit manages patents, soft works, technical secrets, intellectual property disputes, intellectual property related reward conditions and intellectual property related data of enterprises.
