该方法还包括步骤(5),对疑似无OBU记录和疑似无车牌号记录进行二次审核。
进一步,步骤(4)所述的稽查操作是指检查被标记为匹配成功的所述车辆信息中是否包含违法记录,如果稽查无违法记录就生成一条合法稽查记录;如果存在违法记录,则生成一条违法稽查记录。
进一步,全景摄像机记录从稽查开始到结束整个时段内的稽查过程的动态图像视频,形成图像视频执法证据,同时稽查操作员可目测识别停车违法事件,例如违停、超出停车位等,手工生成停车违法记录,违法记录中记录违法时间和图像视频证据进行关联。
进一步,该方法还包括:
步骤(5)中,稽查***对于疑似没有悬挂车牌号或通过ANPR相机识别无法正确识别车辆所悬挂的车牌号的车辆,发出报警,并提醒稽查操作人员进行人工核对;
步骤(5)中,稽查***对于疑似没有车载单元OBU或通过DSRC装置无法读取静态车辆车载单元OBU中车辆信息的车牌号的车辆,发出报警,并提醒稽查操作人员进行人工核对;
步骤(5)中还包括:对所述疑似无OBU记录和所述疑似无车牌号记录,通过后台服务***的数据查询,并根据全景摄像机的监控录像或人工现场核对,进行二次审核,判断是否确实存在无OBU情况或者无车牌号情况。
进一步,从稽查工作开始至结束之前,所述第一信息池不再记录相同的所述第一车牌号,即在步骤(2)中,第一车牌号被获取后,存入所述第一信息池之前,还包括以下步骤:
1)第一车牌号首先存入第三信息池,所述第三信息池用于记录并更新从稽查开始到结束获取到的所有第一车牌号;
2)在第一信息池进行扫描确认第三信息池记录的所述第一车牌号是否已经存在,如果存在,则不再将所述第一车牌号从第三信息池加入到第一信息池中,如果不存在,则将所述第一车牌号从第三信息池存入第一信息池。
进一步,车辆信息被获取的OBU,在规定的时间内,被要求保持静默状态,不再向DSRC装置发送相同的所述车辆信息,所述规定时间为5-10分钟。
进一步,在对所有静态车辆的稽查工作结束后,删除所述第一信息池和所述第二信息池中的全部数据,并将稽查违法记录上传到稽查服务后台***进行最终审核,通过审核后将提交稽查执法后台***进行执法。
进一步,所述全景摄像机、ANPR相机、DSRC装置设置在稽查车上。
一种稽查静态车辆的***,包括用于识别静态车辆悬挂的第一车牌号的车牌识别装置,及用于获取静态车辆OBU中车辆信息中记载的第二车牌号的车辆信息获取装置,其特征是:
所述车牌识别装置为ANPR相机,所述车辆信息获取装置为DSRC装置;
还包括参数加载模块,用于对车牌识别装置加载预设参数;
存储模块,包括:
同所述车牌识别装置相连的第一信息池,用于存放通过所述车牌识别装置识别所述第一车牌号;
同所述车辆信息获取装置相连的第二信息池,用于存放通过车辆信息获取装置获取的包含所述第二车牌号的所述车辆信息;
同所述存储模块相连的匹配检测模块,用于对所述第一车牌号和所述第二车牌号进行匹配检测;

进一步,所述的***还设置有全景摄像机,用于记录从稽查开始到结束整个时段内的稽查过程的动态图像视频,形成图像视频执法证据。
更进一步,所述的存储模块还包括影像存储单元,用于处存储所述全景摄像机记录的从稽查开始到结束整个时段内的稽查过程的动态图像视频,形成图像视频执法证据,同时稽查操作员可目测识别停车违法事件,例如违停、超出停车位等,手工生成停车违法记录,违法记录中记录违法时间和图像视频证据进行关联。
进一步,所述的***还包括二次审核模块,用于对所述疑似无OBU记录和所述疑似无车牌号记录,通过后台服务***的数据查询,并根据全景摄像机的监控录像或现场人工查验结果,进行二次审核,判断是否确实存在无OBU情况或者无车牌号情况。
进一步,在所述存储模块中,所述ANPR相机和所述第一信息池中间,还设有第三信息池,所述第三信息池用于记录并更新稽查工作开始至结束之前得到的所有第一车牌号。
本发明的效果在于:采用本发明所述的方法和***,可以对路边停车及停车场等静态车辆进行车牌识别和车辆信息的收集,并对车牌信息和车辆信息进行匹配检测,完成交通稽查工作。

具体实施方式
下面结合附图和具体实施方式对本发明作进一步描述。
本实施例中所述的静态车辆包括但不限于停在停车场、路边或其他停车区域的车辆,即车辆处于非行驶状态。相对于行驶的车辆来说,静态车辆更加容易进行所悬挂的车牌号的准确识别及车辆单元OBU中车辆信息的迅速读取,还可以进行现场的人工稽查。
如图1所示,一种稽查静态车辆的方法,包括以下步骤:
S1,通过ANPR相机识别静态车辆的第一车牌号,并存入第一信息池;
S2,通过DSRC装置读取静态车辆OBU中车辆信息记载的第二车牌号,并存入第二信息池;
S3,对所述第一车牌号和所述第二车牌号进行匹配检测,如果匹配成 功,则进行标记;
S4,对被标记为匹配成功的所述车辆信息进行稽查操作。
本实施例中,搭载有全景摄像机、ANPR相机、DSRC装置的稽查***设置在移动稽查车上,首先根据要求到达指定的稽查位置,稽查车上的稽查***登录到稽查后台服务***,获得授权后,就可以开展稽查工作。这时根据稽查***自身的时间参数、光照条件,向ANPR相机加载预设参数,以适应所处时间的光线条件。根据光照条件预置的相机参数包括:曝光时长、快门时间、光圈等。
其中ANPR相机利用ANPR技术(Automatic Number Plate Recognition),用于识别静态车辆的第一车牌号,所述的第一车牌号为车辆悬挂的车牌号码。
全景摄像机(和/或ANPR相机),可以拍摄记录稽查工作过程中的所有被稽查车辆的录像视频,为稽查工作提供二次审核的图像信息。
DSRC技术(Dedicated Short Range Communication),即专用短程通信技术,是一种高效的无线通信技术,可以实现在特定小区域内(通常为数十米)对高速运动下的移动目标的识别和双向通信,利用该技术可以实现小范围内图像、语音和数据的实时、准确和可靠的双向传输,与车载单元(OBU,On Board Unit)进行通讯,实现车辆身份识别,电子扣分等功能。
车载单元OBU是一种具有安全车辆信息存储、自稽查和DSRC通信等功能的车载定位终端。
本实施例中,通过所述的ANPR相机识别车辆的第一车牌号,并存入第一信息池,所述的第一信息池用于存放第一车牌号牌号和相对应的车辆视频图像;通过DSRC装置读取车辆OBU的车辆信息,并存入第二信息池,所述的OBU为车载单元,用于记录车辆信息,所述的车辆信息包含第二车牌号,也就是车牌号码,以及车型、外观尺寸、颜色、品牌、车主信息、OBU状态信息、自稽查记录信息、及其他相关车辆信息等,所述的第二信息池用于存放所述的车辆信息。
在获得了第一车牌号和包含了第二车牌号的车辆信息后,首先要对其进行匹配测量,也就是查看第一车牌号以及包含第二车牌号的车辆信息是 否属于同一车辆。具体通过两次交替进行的匹配操作来完成:
第一匹配:将所述第一车牌号在所述第二信息池中进行匹配,即在所述第二信息池中扫描所获取的车辆信息中的所述第二车牌号是否能够同所述的第一车牌号相对应;如果匹配成功则通过标记单元对第一车牌号及包含第二车牌号的车辆信息进行标记,并将匹配成功的包含第二车牌号的车辆信息进行稽查操作;如果至稽查结束仍匹配不成功,则生成一条疑似无OBU记录供稽查操作员进行二次审核;
第二匹配:将所述第二车牌号在第一信息池中进行匹配,即在第一信息池中扫描所获取的所述第一车牌号是否能够同所述第二车牌号相对应;如果匹配成功则通过标记单元对第一车牌号及包含第二车牌号的车辆信息进行标记,并将匹配成功的包含第二车牌号的车辆信息进行稽查操作;如果至稽查结束仍匹配不成功,则生成一条疑似无车牌号记录供稽查操作员进行二次审核。
本实施例中,还包括对疑似无OBU记录和疑似无车牌号记录进行二次审核。
所述的稽查操作是指检查被标记为匹配成功的所述车辆信息中是否包含违法记录,如果稽查无违法记录就生成一条合法稽查记录;如果存在违法记录,则生成一条违法稽查记录。
全景摄像机记录(和/或ANPR相机)从稽查开始到结束整个时段内的稽查过程的动态视频图像视频,形成图像视频执法证据,同时稽查操作员可目测识别停车违法事件,例如违停、超出停车位等,手工生成停车违法记录,违法记录中记录违法时间和图像视频证据进行关联。
稽查***对于疑似没有悬挂车牌号或通过ANPR相机识别无法正确识别车辆所悬挂的车牌号的车辆,以及疑似没有车载单元OBU或通过DSRC装置无法读取静态车辆车载单元OBU中车辆信息的车牌号的车辆,发出报警,并提醒稽查操作人员进行人工核对。
稽查员可以后期通过录像检索或人工现场查验疑似无车牌号记录是否准确,以及对其他问题情况做辅助检查,对所述疑似无OBU记录和所述疑似无车牌号记录,进行二次审核;稽查***也可以结合实时向后台服务***的数据查询,判断车辆是否确实存在无OBU情况或者无车牌情况。
其中ANPR相机识别车辆的第一车牌号的过程还可以对识别结果不符合要求的所述第一车牌号直接进行删除,如识别出的结果明显不符合命名规范的(缺少号码或者乱码等)。
另外为保证第一信息池中只的车牌号不重复,如图2所示,在第一车牌号存入第一信息池之前采取以下步骤:
1).ANPR相机识别出来的第一车牌号首先存入第三信息池,如果第三信息池中已经存在所述第一车牌号则进行覆盖以更新其获取时间,所述第三信息池用于记录并更新从稽查工作开始至结束所获取到的所有第一车牌号;
2).在第一信息池进行扫描确认第三信息池记录的所述第一车牌号是否已经存在,如果存在,则不再将所述第一车牌号从第三信息池加入到第一信息池中,如果不存在,则将所述第一车牌号存入第一信息池。
为保证第二信息池中只保存从稽查工作开始至结束所获取到的车辆信息并且不重复,采取以下步骤:车辆信息被获取的OBU,在规定的时间内(优选的参数范围为5-10分钟),被要求保持静默状态,即OBU在静默期内不再响应稽查***的稽查命令,亦即在静默期内不再向稽查***的DSRC装置发送相同的所述车辆信息。
在对所有静态车辆的稽查工作结束后,删除所述第一信息池和所述第二信息池中的全部数据,并将稽查违法记录上传到稽查服务后台***进行最终审核,通过审核后将提交稽查执法后台***进行执法。
如图3所示,本发明具体实施方式还提供了一种稽查静态车辆的***,包括:全景摄像机400、ANPR相机200、DSRC装置300;所述ANPR相机200用于识别车辆的第一车牌号,所述的第一车牌号为车辆悬挂的车牌号码;所述的DSRC装置300为专用短程通信装置,用于与OBU进行交互,所述的OBU为车载单元,用于记录车辆信息,所述的车辆信息包含第二车牌号,所述的第二车牌号为车牌号码;
还包括参数加载模块100,用于对ANPR相机加载预设参数,包括:曝光时长、快门时间、光圈等;
存储模块500,包括:
同所述ANPR相机200相连的第一信息池501,用于存放通过所述ANPR相机识别所述第一车牌号;
同所述DSRC装置300相连的第二信息池502,用于存放通过DSRC装置获取的包含所述第二车牌号的所述车辆信息;
同所述存储模块500相连的匹配检测模块600,用于对所述第一车牌号和所述第二车牌号进行匹配检测;
同所述匹配检测模块600相连的稽查模块700,用于对被标记为匹配成功的所述车辆信息进行稽查操作。
本实施例中,所述的匹配检测模块600,包括:
第一匹配单元601,用于进行第一匹配,所述第一匹配是指:将所述第一车牌号在所述第二信息池中进行匹配,即在所述第二信息池中扫描所获取的车辆信息中的所述第二车牌号是否能够同所述的第一车牌号相对应;如果匹配成功则通过标记单元对第一车牌号及包含第二车牌号的车辆信息进行标记,并将匹配成功的包含所述第二车牌号的所述车辆信息转入稽查操作;如果匹配不成功,则生成一条疑似无OBU记录;
第二匹配单元602,用于进行第二匹配,所述第二匹配是指:将所述第二车牌号在第一信息池中进行匹配,即在第一信息池中扫描所获取的所述第一车牌号是否能够同所述第二车牌号相对应;如果匹配成功则通过标记单元对第一车牌号及包含第二车牌号的车辆信息进行标记,并将匹配成功的包含所述第二车牌号的所述车辆信息转入稽查操作;如果匹配不成功,则生成一条疑似无车牌号记录;
标记单元603,用于当所述的第一匹配成功并且所述的第二匹配成功,则标记所述第一车牌号匹配成功,标记包含所述的第二车牌号的所述车辆信息匹配成功。
所述的存储模块500还包括影像存储单元503,用于处存储所述全景摄像机400(和/或ANPR相机200)记录的从稽查开始到结束整个时段内的稽查过程的动态视频图像。
本发明所述的***还包括二次审核模块800,用于对所述疑似无OBU记录和所述疑似无车牌号记录,通过后台服务***的数据查询,并根据全 景摄像机的监控录像或现场人工查验结果,进行二次审核,判断是否确实存在无OBU情况或者无车牌号情况。
在所述存储模块500中,所述ANPR相机200和所述第一信息池中间501,还设有第三信息池504,所述第三信息池用于记录并更新从稽查工作开始至结束全部过程中得到的所有第一车牌号。
此外,本发明具体实施方式提供的***组成包括但不限于主机模块、通信模块(包括有线通信和无线、移动通信)。
举例说明一个匹配成功的过程,假设一辆装载有OBU的车牌号为“12345”的车辆,在稽查***经过车辆时,ANPR相机识别车牌号码,并将车牌号码“12345”存入第三信息池;随后对第一信息池进行扫描,确认没有同样的车牌号存在时,把所述的车牌号码“12345”存入第一信息池;同时DSRC装置同OBU进行交互,OBU向DSRC发送车辆信息,所述的车辆信息包括车辆的车牌号码“12345”以及车型、外观尺寸、颜色、品牌、车主信息、OBU状态信息、OBU停车信息、自稽查记录信息、违法记录及其他相关车辆信息等等,所述的车辆信息被存入第二信息池。
首先将第一信息池中的车牌号“12345”在第二信息池中扫描,确认第二信息池中是否存在包含车牌号为“12345”的车辆信息,扫描结果为存在。因此认为匹配成功,随即将第一信息池中的“12345”车牌号及第二信息池中的包含“12345”车牌号的车辆信息提交标记单元进行匹配成功标记,随后对第二信息池中的被标记为匹配成功的包含车牌号为“12345”的车辆信息进行稽查,确认车辆信息中是否存在违法记录,如果存在违法记录,生成一条违法稽查记录;如果稽查无违法记录就生成一条合法稽查记录,完成了对一辆装载有OBU的车辆的停车稽查工作。然后进行下一车辆的稽查工作,在所有稽查工作全部结束后,将第一信息池中的“12345”车牌号删除,将第二信息池中的包含车牌号为“12345”的车辆信息删除。
本发明所述的方法和***并不限于具体实施方式中所述的实施例,本领域技术人员根据本发明的技术方案得出其他的实施方式,同样属于本发明的技术创新范围。

Claims (15)

  1. 一种稽查静态车辆的方法,包括以下步骤:
    (1)通过ANPR相机识别静态车辆所悬挂的第一车牌号,并存入第一信息池;
    (2)通过DSRC装置读取静态车辆车载单元OBU中车辆信息记载的第二车牌号,并存入第二信息池;
    (3)对所述第一车牌号和所述第二车牌号进行匹配检测,如果匹配成功,则进行标记;
    (4)对被标记为匹配成功的所述车辆信息进行稽查操作。
  2. 如权利要求1所述的方法,其特征是,在步骤(3)中的匹配检测包括:
    第一匹配:将所述第一车牌号在所述第二信息池中进行匹配,即在所述第二信息池中扫描所获取的车辆信息中的所述第二车牌号是否能够同所述的第一车牌号相对应;如果匹配成功则对所述第一车牌号及包含所述第二车牌号的车辆信息进行标记,并将匹配成功的包含所述第二车牌号的所述车辆信息转入稽查操作;如果至稽查结束仍匹配不成功,则生成一条疑似无OBU记录供稽查操作员进行二次审核;
    第二匹配:将所述第二车牌号在第一信息池中进行匹配,即在第一信息池中扫描所获取的所述第一车牌号是否能够同所述第二车牌号相对应;如果匹配成功则对所述第一车牌号及包含所述第二车牌号的车辆信息进行标记,并将匹配成功的包含所述第二车牌号的所述车辆信息转入稽查操作;如果至稽查结束仍匹配不成功,则生成一条疑似无车牌号记录供稽查操作员进行二次审核;
    该方法还包括步骤(5),对疑似无OBU记录和疑似无车牌号记录进行二次审核。
  3. 如权利要求2所述的方法,其特征是:步骤(4)所述的稽查操作是指检查被标记为匹配成功的所述车辆信息中是否包含违法记录,如果稽查无 违法记录就生成一条合法稽查记录;如果存在违法记录,则生成一条违法稽查记录。

  6. 如权利要求1或2所述的方法,其特征是,从稽查工作开始至结束之前,所述第一信息池不再记录相同的所述第一车牌号,即在步骤(2)中,第一车牌号被获取后,存入所述第一信息池之前,还包括以下步骤:
    1)第一车牌号首先存入第三信息池,所述第三信息池用于记录并更新从稽查开始到结束获取到的所有第一车牌号;
    2)在第一信息池进行扫描确认第三信息池记录的所述第一车牌号是否已经存在,如果存在,则不再将所述第一车牌号从第三信息池加入到第一信息池中,如果不存在,则将所述第一车牌号从第三信息池存入第一信息池。
  7. 如权利要求1或2所述的方法,其特征是:车辆信息被获取的OBU,在规定的时间内,被要求保持静默状态,不再向DSRC装置发送相同的所述车辆信息,所述规定时间为5-10分钟。
  8. 如权利要求1或2所述的方法,其特征是:在对所有静态车辆的稽查工作结束后,删除所述第一信息池和所述第二信息池中的全部数据,并将稽查违法记录上传到稽查服务后台***进行最终审核,通过审核后将提交稽查执法后台***进行执法。

    所述车牌识别装置为ANPR相机,所述车辆信息获取装置为DSRC装置;
    还包括参数加载模块,用于对车牌识别装置加载预设参数;
    存储模块,包括:
    同所述车牌识别装置相连的第一信息池,用于存放通过所述车牌识别装置识别所述静态车辆的第一车牌号;
    同所述车辆信息获取装置相连的第二信息池,用于存放通过车辆信息获取装置获取的包含所述静态车辆的第二车牌号的所述车辆信息;
    同所述存储模块相连的匹配检测模块,用于对所述第一车牌号和所述第二车牌号进行匹配检测;
    同所述匹配检测模块相连的稽查模块,用于对被标记为匹配成功的所述车辆信息进行稽查操作。

  14. 如权利要求13所述的***,其特征是:该***还包括二次审核模块,用于对所述疑似无OBU记录和所述疑似无车牌号记录,通过后台服务***的数据查询,并根据全景摄像机的监控录像或现场人工查验结果,进 行二次审核,判断是否确实存在无OBU情况或者无车牌号情况。
  15. 如权利要求14所述的***,其特征是:在所述存储模块中,所述ANPR相机和所述第一信息池中间,还设有第三信息池,所述第三信息池用于记录并更新稽查工作开始至结束之前得到的所有第一车牌号。
