405、 所述第二基站接收所述第一基站发送的切换请求消息, 确定 所述 UE需要切换的目标小区,并从所述切换请求消息中获取所述测量信 息, 从中获取所述 UE测量所述目标小区所得的测量结果, 根据该测量结 果确定所述 UE与所述目标小区之间的信道的质量。
406、 第二基站根据所述 UE 与所述目标小区之间的信道的质量为 所述 UE分配无线资源。

值得说明的是, 在 LTE***中, 在对 UE进行上下行调度时, 需要 根据 UE与基站之间的通信质量设定 MCS值, 进而根据所述 MC S值为 UE 分配 RB , 完成对 UE的调度。 例如, 如果 UE与目标小区之间的信道的质 量较高, 则第二基站可以为该 UE设定较大的 MCS值, 在确保通信质量的 前提下为 UE分配较少的 RB , 选择较大码率实现该 UE与第二基站之间信 令和数据的传输, 从而能够保证通信过程中信令和数据的传输质量和传 输速度。
4 07、 第二基站向所述第一基站发送切换请求确认消息, 用以通知 所述第一基站将所述 UE切换至所述目标小区, 其中, 所述切换请求确认 消息携带所述第二基站为所述 U E分配的无线资源信息。

5 01、 UE接收控制源小区 (即所述 UE当前所处小区) 的基站所发 送的测量控制消息, 对源小区以及相邻小区的信号质量进行测量, 获得 测量报告。
其中, 所述测量 ^艮告中包括所述 UE测量所述源小区以及所述源小 区的相邻小区 (以下简称相邻小区) 所得到的测量结果, 所述测量结果 用于指示所述 UE与源小区之间的信道的质量, 及所述 UE与源小区的相 邻小区之间的信道的质量,用于供控制源小区的基站对所述 UE是否进行 切换进行判决。
为了便于描述, 本实施例中将控制源小区的基站作为第一基站, 将控制目标小区的基站作为第二基站。 502、 所述 UE将所述测量报告上报给所述第一基站, 所述测量报 告中包括所述 UE 测量所述源小区以及相邻小区所得到的各小区的的测 量结果。

Target Transparent Container消息中的 RRC Container ( Radio Resource Control Container, 无线资源控制容器) 中, 或者所述第一基站也可以 在所述 Source to Target Transparent Container 消 息 中新增 MeasResults信元, 将所述测量信息携带于所述 MeasResults信元中, 以使得所述第二基站获取所述测量信息。 例如, 所述 MeasResults信元 的具体内容可以与所述 UE完成测量后生成的满足 3GPP的 36.331协议规 定 的 MeasResults information element 或 所 述 MeasResults information element中针对目标小区的测量结果信息 MeasResul tEUTRA 的内容相同或相似, 此处不做限定。
505、 所述 MME 向所述第二基站发送切换请求消息 ( Handover Request ) , 所述切换请求消息中包含所述 UE测量所述目标小区得到的 测量信息。
可选的, 所述切换请求消息中还携带有所述目标小区的标识, 用 于供第二基站确定所述 UE需要切换的目标小区。
可选的, 所述 MME 可以将所述测量信息携带于所述 Handover Request中的 Source to Target Transparent Container消息中 , 以使 得所述第二基站接收到所述 Handover Request消息后, 从中获取所述测 量信息。
具体的 ,所述 MME可以将所述测量信息携带于所述 Source to Target Transparent Container消息中的 RRC Container中, 或者所述 MME也可以 在所述 Source to Target Transparent Container 消 息 中新增 MeasResults信元, 将所述测量信息携带于所述 MeasResults信元中, 以使得所述第二基站获取所述测量信息。
例如, 所述 MeasResults信元的具体内容可以与所述 UE完成测量 后生成的满足 3GPP 的 36.331 十办议规定的 MeasResults information element 或所述 MeasResul t s information element 中针对目标小区的 测量结果信息 MeasResul tEUTRA的内容相同或相似, 此处不做限定。
506、 所述第二基站接收所述 MME发送的切换请求消息, 确定所述 UE需要切换至所述目标小区; 从所述切换请求消息获取所述测量信息, 从中获取所述 U E测量所述目标小区所得的测量结果,根据该测量结果确 定所述 UE与所述目标小区之间的信道的质量。
507、 第二基站根据所述 UE 与所述目标小区之间的信道的质量为 所述 UE分配无线资源。
例如, 第二基站可以根据所述 UE与所述目标小区之间的信道的质 量设定 MCS值, 根据所述 MCS值为 UE分配 RB, 以供所述 UE根据第二基 站为该 UE分配的 RB与第二基站进行通信, 从而使得第二基站对所述 UE 进行上行调度和 /或下行调度。
值得说明的是, 在 LTE***中, 在对 UE进行上下行调度时, 需要 根据 UE与基站之间的通信质量设定 MCS值, 进而根据所述 MCS值为 UE 分配 RB , 完成对 UE的调度。 例如, 如果 UE与目标小区之间的信道的质 量较高, 则第二基站可以为该 UE设定较大的 MCS值, 在确保通信质量的 前提下为 UE分配较少的 RB , 选择较大码率实现该 UE与第二基站之间信 令和数据的传输, 从而能够保证通信过程中信令和数据的传输质量和传 输速度。
5 08、 第二基站向向 MME发送切换请求确认消息, 所述切换请求确 认消息包括所述第二基站为所述 U E分配的无线资源信息。
5 09、 所述 MME在接收到所述切换请求确认消息后, 向所述第一基 站发送切换命令消息,用以通知所述第一基站将所述 UE切换至所述目标 小区; 其中, 所述切换命令消息包括所述第二基站为所述用户终端分配 的无线资源信息。
5 1 0、 所述第一基站接收所述切换请求确认消息, 向所述 UE 发送 切换指示消息, 用于指示所述 UE切换至所述目标小区, 所述切换指示消 息中包括所述第二基站为所述 UE分配的无线资源信息。

本发明另一个实施例提供了一种设备 80 , 能够实现上述方法实施 例中 MME的操作, 如图 8所示, 所述设备 80包括: 第三接收单元 801 , 用于接收控制第一小区的第一基站发送的切换需要消息, 所述切换需要 消息包括测量信息; 及, 第三发送单元 802 , 用于向控制第二小区的第 二基站发送切换请求消息, 所述切换请求消息包括所述测量信息; 其中, 所述测量信息包括用户终端测量所述第二小区所得的测量结果; 所述第 一小区为所述用户终端的源小区, 所述第二小区为所述用户终端的目标 小区。

可选的, 所述设备 80可以是移动管理实体 MME。 本发明实施例提供的设备, 在 UE从源小区向目标小区切换的过程 中, 能够从控制源小区的基站及时获取 UE 测量目标小区所得的测量结 果, 将所述测量结果发送至控制目标小区的基站, 从而使得控制目标小 区的基站及时获取所述测量结果, 以使得控制目标小区的基站及时为所 述用户终端分配无线资源信息,保证 UE与控制目标小区的基站之间信令 和数据的传输速率和传输准确度, 确保通信质量。

1 9、 根据权利要求 1 8所述的方法, 其特征在于, 所述测量信息包 含于所述源到目标透传容器中的 RRC容器中。
20、 根据权利要求 1 7-1 9 中任一项所述的方法, 其特征在于, 所 述方法还包括: 所述 MME接收所述第二基站发送的切换请求确认消息; 所述 MME 向所述第一基站发送切换命令消息, 所述切换命令消息 包括所述第二基站为所述用户终端分配的无线资源信息, 以供所述用户 终端根据所述无线资源信息与所述第二基站进行通信。
21、 根据权利要求 17-20 中任一项所述的方法, 其特征在于, 所 述测量结果包括所述用户终端与所述第二小区之间的信道的质量, 用于 所述第二基站对所述用户终端进行上行调度和 /或下行调度。
22、 一种设备, 其特征在于, 所述设备包括:
第一发送单元, 用于向控制第二小区的第二基站发送测量信息, 所述测量信息包括用户终端测量所述第二小区所得的测量结果; 所述测 量信息携带在所述第一发送单元向所述第二基站发送的切换请求消息 中, 或者, 所述测量信息携带在所述第一发送单元向移动管理实体 MME 发送的切换需要消息中和所述 MME在接收到所述切换需要消息后发送给 所述第二基站的切换请求消息中;
其中, 所述设备控制第一小区, 所述第一小区为所述用户终端的 源小区, 所述第二小区为所述用户终端的目标小区。
23、 根据权利要求 22所述的设备, 其特征在于, 所述设备还包括 第一接收单元, 其中:
当所述测量信息携带在所述第一发送单元向所述第二基站发送的 切换请求消息中时, 所述第一接收单元用于接收所述第二基站发送的切 换请求确认消息; 其中, 所述切换请求确认消息携带所述第二基站为所 述用户终端分配的无线资源信息; 或者,
当所述测量信息携带在所述第一发送单元向移动管理实体 MME 发 送的切换需要消息中和所述 MME在接收到所述切换需要消息后发送给所 述第二基站的切换请求消息中时, 所述第一接收单元用于从所述 MME接 收切换命令消息, 所述切换命令消息是所述 MME在接收到所述第二基站 发送的切换请求确认消息之后发送的; 其中, 所述切换命令消息包括所 述第二基站为所述用户终端分配的无线资源信息, 以供所述用户终端根 据所述无线资源信息与所述第二基站进行通信。
24、 根据权利要求 22或 23所述的设备, 其特征在于, 所述设备 为基站。
25、 一种设备, 其特征在于, 所述设备包括:
第二接收单元, 用于从控制第一小区的第一基站接收测量信息, 所述测量信息包括用户终端测量第二小区所得的测量结果; 所述测量信 息携带在所述第一基站向所述设备发送的切换请求消息中, 或者, 所述 测量信息携带在所述第一基站向移动管理实体 MME发送的切换需要消息 中和所述 MME在接收到所述切换需要消息后发送给所述设备的切换请求 消息中; 其中, 所述设备控制第二小区, 所述第一小区为所述用户终端的 源小区, 所述第二小区为所述用户终端的目标小区。
26、 根据权利要求 25所述的设备, 其特征在于, 所述设备还包括 第二发送单元, 其中:
当所述测量信息携带在所述第一基站向所述设备发送的切换请求 消息中时, 所述第二发送单元用于向所述第一基站发送切换请求确认消 息; 其中, 所述切换请求确认消息携带所述设备为所述用户终端分配的 无线资源信息, 以供所述用户终端根据所述无线资源信息与所述设备进 行通信; 或者,
当所述测量信息携带在所述第一基站向移动管理实体 MME 发送的 切换需要消息中和所述 MME在接收到所述切换需要消息后发送给所述设 备的切换请求消息中时, 所述第二发送单元用于向所述 MME发送切换请 求确认消息, 所述 MME在接收到所述切换请求确认消息后, 向所述第一 基站发送切换命令消息; 其中, 所述切换命令消息包括所述设备为所述 用户终端分配的无线资源信息, 以供所述用户终端根据所述无线资源信 息与所述设备进行通信。
27、 根据权利要求 25或 26所述的设备, 其特征在于, 所述设备 为基站。
28、 一种设备, 其特征在于, 所述设备包括: 第三接收单元, 用于接收控制第一小区的第一基站发送的切换需 要消息, 所述切换需要消息包括测量信息; 及,
第三发送单元, 用于向控制第二小区的第二基站发送切换请求消 息, 所述切换请求消息包括所述测量信息;
其中, 所述测量信息包括用户终端测量所述第二小区所得的测量 结果; 所述第一小区为所述用户终端的源小区, 所述第二小区为所述用 户终端的目标小区。
29、 根据权利要求 28所述的设备, 其特征在于,
所述第三接收单元还用于接收所述第二基站发送的切换请求确认 消息;
所述第三发送单元还用于向所述第一基站发送切换命令消息, 所 述切换命令消息包括所述第二基站为所述用户终端分配的无线资源信 息,以供所述用户终端根据所述无线资源信息与所述第二基站进行通信。
30、 根据权利要求 28或 29所述的设备, 其特征在于, 所述设备 为移动管理实体 MME 0
31、 一种通信***, 其特征在于, 包括控制第一小区的第一基站、 控制第二小区的第二基站、 以及移动管理实体 MME , 所述第一小区是用 户终端的源小区, 所述第二小区是用户终端的目标小区; 其中:
所述第一基站用于向所述第二基站发送测量信息, 所述测量信息 包括用户终端测量所述第二小区所得的测量结果; 所述测量信息携带在 所述第一基站向所述第二基站发送的切换请求消息中, 或者, 所述测量 信息携带在所述第一基站向移动管理实体 MME发送的切换需要消息中和 所述 MME在接收到所述切换需要消息后发送给所述第二基站的切换请求 消息中;
所述第二基站用于从所述第一基站接收测量信息, 所述测量信息 包括用户终端测量第二小区所得的测量结果; 所述测量信息携带在所述 第一基站向所述第二基站发送的切换请求消息中, 或者, 所述测量信息 携带在所述第一基站向移动管理实体 MME发送的切换需要消息中和所述 MME 在接收到所述切换需要消息后发送给所述第二基站的切换请求消息 中;
