1, 2, are the usual binder elements which may be made of wood or any suitable material each having secured thereto the usual complemental hinge element 3, 4:. 5, 6, are respectively the inner and outer telescoping elements, the former having one extremity externally threaded and closed by a plug 7 having a slot 8, the function of which latter will be hereinafter described. The lower therewith a detent'9.

latter element, and the screw cap 12is then driven on the threaded end. Thecoil spring 16 is placedwithin the telescoped members and its extremities anchored inthe manner before described. V
In applying'the device to the"' bind er'elements 1, 2, the outer telescoping element 6' is first then inserted through'the binder 'ele ments, and the inner telescoping element 5 inserted through the element 6, and the screw cap 12 driven on the part 5. spring 16 is then inserted and anchored in the manner before described, and the end cap 13 thrust inwardly to compress the spring, and given one or two turns so as to wind the spring for producing a torsional effect of the latter. When the end cap has been thrust inwardly to completely compress the spring it will be housed within the outer face of one of the binder elements, the element 2 in the present instance, and the prongs 14 will have been thrust beyond the inner face of the binder element and clinched over the same, as more particularly shown at Figure 2 of the drawings.
