A polarizing plate and an optical display comprising the same. The polarizing plate is composed of a display region and a non-display region surrounding the display region, and includes: a polarizer; a bonding layer and a first polarizer protective film sequentially stacked on one surface of the polarizer; and a light shielding layer formed on a lower surface of the first polarizer protective film and embedded in the bonding layer to constitute at least part of the non-display region.
