An apparatus for controlling winding speed of a bobbin performing an extrusion process is provided to improve productivity through increasing of winding speed of the bobbin by controlling moving speed of extruded materials through liner velocity measurement of a bobbin liner. An apparatus for controlling winding speed of a bobbin performing an extrusion process comprises the followings: an extruded material(2) extruded from an extruder(1); a control part(7) of bobbin winding speed when the bobbin(6) is winded with a liner(5) supplied to a bobbin liner(4); an extruded speed measuring unit(8) measuring the speed of the extruded material; a bobbin liner speed measuring unit(9) measuring movement speed of the bobbin liner; and a winding sped control part controlling winding speed of the bobbin.
