VOCs는 일반적으로 연료의 불완전연소와 석유류제품, 유기용제 및 페인트의 증발, 그외에도 자동차, 석유정제 및 석유화학 제조시설, 저유소, 세탁소, 도료제조시설, 인쇄용 잉크제조시설, 소규모 유기용제 사용시설, 도로포장시설, 인쇄 및 각종 도장시설등이 주요 배출원으로 알려져 있다. 최근 자동차수의 급증이나 각종 유기용제 및 페인트류의 사용량 증가로 인한 VOCs 발생량의 증가는 이들이 이차적인 광화학오염의 전구물질로 작용하는 것 이외에도 산업근로 현장에서의 직업병 시비, 중독문제, 인체유해성, 악취, 민원의 발생 등 여러 문제를 발생시키고 있어 그 대책이 시급하다.Recently, the photochemical pollution problem is more serious than the global environmental problems such as global warming caused by the increase of greenhouse gases and destruction of the ozone layer by freon gas. 현재 VOCs의 처리기술로 알려진 방법은 크게 회수와 산화의 두 가지 형태로 구별된다. 회수 형태의 장치는 VOCs를 수집하여 재처리하는 장치로서 응축기, 이온 교환법, 막 여과법, 흡착제, 흡수제 처리 방법들이 있다. 회수 형태의 처리에 있어서는 적용 범위가 매우 제한적인 것이 한계로 인식되고 있다. 연소 장치에는 열 산화, 촉매 산화, 생물학적 처리 (biofilteration)와 같은 것으로서 그 제거 효율이 탁월하여 역사적으로 가장 잘 사용되었던 제어 장치로 이러한 방법은 오염물질을 수집하기보다는 그 자체를 파괴하기 때문에 궁극적인 제어 기술로 사용되고 있으나 대량의 질소산화물과 유독성 대기 오염원(포스겐, 염화수소)의 발생과 고비용, 뿐만아니라 제한적인 적용대상이 제한되어 있는 한계를 지니고 있다. 최근 들어 이러한 다양한 제어 장치에서 나타나는 문제점들을 최소화하기 위한 시도나 새로운 기술 개발에 대한 연구가 활발히 이루어지고 있다. 그 중에 VOCs 제어 첨단 방법으로 최근에 선진국에서는 자외선을 이용한 대기 중 VOCs의 산화 시스템이 개발 초기 단계에 있다(Update on Chemical Engineering Progress, 1995). 이러한 방법은 여러 VOCs를 다양한 조건에서 효율적으로 제거하며 2차 폐기물의 발생을 최소화 할 수 있을 뿐 만 아니라 비용면에서도 기존의 장치에 비해 효과적인 기술로 받아들여지고 있다.Currently known methods of treating VOCs are largely divided into two types: recovery and oxidation. This method is not only effective in removing various VOCs under various conditions, minimizing the generation of secondary wastes, but also being considered as an effective technology compared to conventional devices in terms of cost.

Jacoby ,1994), 이외의 다른 촉매에 대한 실험이 시도되고 있다. 그러나 아직까지 다양한 VOCs와 촉매와의 반응 메카니즘에 대한 명확한 설명과 무기이온들에 의한 촉매의 오염(fouling) 방지책 그리고 반응 산물에 대한 실험적 검증이 미미한 상태이다. 이는 제어효율을 향상시키고자 사용한 촉매와 VOCs와의 촉매반응에서 야기되는 문제점으로서 광촉매산화법의 한계로 지적되어지고 있다 (Caruana ,1995).The first application field of the photo-oxidation treatment using ultraviolet rays is sterilization. 본 발명에 따른 처리방법과 처리장치는 종래에 VOCs 제어기술 개발에 있어서 가장 문제점으로 지적되는 비용문제와 시스템의 효율성면에서 매우 우수한 점을 가지고 있고, 광촉매산화에서 지적되는 촉매의 재생, 유독성 가스의 배출등의 여러 문제점을 해결하도록 하였다. 현재 가장 큰 난점으로 지적되는 적용 가능한 VOCs의 종류와 반응 산물에 대한 검증이 이루어지고 있지 않아 어려움을 겪고 있으나 이러한 문제를 이 발명을 통하여 적용 가능한 VOCs의 종류를 확대할 수 있으리라 보여진다. 대기중으로 배출되는 가스처리 이외에 현재 사용되고 있는 공기청정기의 경우, 입자상 물질에 대한 제거 효율은 매우 좋으나 실내공기 냄새의 주범인 VOCs는 제거하지 못하고 있다. 광촉매산화법을 공기청정기에 응용할 경우 냄새나 악취를 제거할 수 있는 기능의 추가가 이루어져 상품성이 우수하다. 또한 폐수처리에 stripping으로 배출되는 VOCs의 처리가 가능하며 오염된 토양의 복구에 있어서도 Soil Vapor Extract를 통해 배출되는 VOCs를 기존에 설비되어 있는 흡착방법에 광산화법을 간단히 연계시켜 제거함으로 처리효율, 경제성, 그리고 운영방법에서 기존방법보다 높은 효용성을 가질 수 있다.The treatment method and the treatment apparatus according to the present invention have a very good point in terms of cost and efficiency of the system, which is pointed out as the most serious problem in the development of VOCs control technology, and regeneration of catalyst and toxic gas pointed out in photocatalytic oxidation.
