상기 제어부는 상기 공개 카드 칸에 배치된 상기 일반 카드를 가져와서 상기 버림 카드 칸의 최상단에 배치하고, 게이머의 차례를 종료시키는 단계와;
(S10) 게이머가 게이머의 상기 보유 카드 칸에 배치된 상기 전략 카드의 온실가스 목표 배출량의 변경 값을 선택하여 상기 공개 카드 칸으로 제출하는 경우,
상기 제어부는 상기 온실가스 목표 배출량에 변경 값을 더하여 상기 온실가스 목표 배출량을 갱신하고, 상기 미사용 카드 칸의 최상단에 위치한 상기 일반 카드 또는 상기 전략 카드 1장을 가져와서 게이머의 상기 보유 카드 칸에 배치하며, 동일 게이머를 대상으로 상기 (S5) 단계를 다시 실행하는 단계와;
(S11) 상기 제어부가 다음 차례의 게이머를 대상으로 상기 (S5) 내지 (S10) 단계를 실행하며, 모든 게이머가 보유중인 카드를 소진할 때까지 상기 (S5) 내지 (S10) 단계를 반복하여 실행하는 단계와;
