CONSTITUTION:When a secondary cell 13 is connected to DC powers 11, 12 and charging is performed by a switching element 14, a constant-voltage control section 17 is mounted, and the switching element 14 is controlled so that constant-voltage charging is executed when the terminal voltage of the secondary cell 13 reaches a set value. A charging current detector 15 is set up and charging currents are monitored, and charging currents are interrupted by a charging-current interrupting section 18 when charging currents lower to a fixed value or less. Accordingly, even when there are a few errors in the constant-voltage control section 17, overcharge can be prevented completely.
