When the above pressure regulating means is used, it can be detected that the master paper 1B is carried to the designated exposure position by the sensor 33 to open the pressure regulating valve 32. Accordingly, the sucking force can be controlled within a designated range without suddenly lowering the internal pressure in the vacuum chamber 13.
