CONSTITUTION:The tabular grounded electrode 8 covered with a cover coat layer 11 is provided on one surface of the board 10 wherein the high-voltage induction electrode 9 is embedded and consisting of a high-dielectric constant substance such as ceramics and glass, and the heat source 12 such as a panel heater is furnished on the other surface. A high-frequency high voltage is impressed between the electrodes 8 and 9 from a high-voltage transformer 13 through lead wires 14 and 15, the surface of the cover coat layer 11 is heated by the heat source 12 and dehumidified, a creeping discharge is generated on the surface to excite O, and O3 is generated.
