変換信号の変化部分を検出する度に、前記計数手
段のその時点での計数情報を次の計数情報が到来
するまで一時待避蓄積しておく手段と、前記入力
変換信号の最初の変化部分から通常のバウンス継
続時間よりも充分長く設定された所定時間が経過
した後、前記待避蓄積手段の蓄積情報を読み出す
