A rotation speed switching means is provided for driving the upper cylinder at a normal rotation speed during recording and at a rotation speed lower than the normal rotation speed during non-recording, and resists elasticity by centrifugal force due to the normal rotation speed only during recording. A magnetic recording/reproducing device characterized in that the video head is configured to protrude from an outer periphery of the upper cylinder.
