記緩衝性包装材料の先端部を係止可能なスリツト
部を軸方向に沿つて有し且つ該スリツト部を上記
ホツパーの先端部に臨ませた回転始動位置におい
て該スリツト部内に上記緩衝性包装材料の先端部
を係止した後回転するように制御されていること
