In the present invention, when forming the main insulating layer, a fluororesin liquid is applied to at least one side of the inorganic material and dried, or the inorganic material is immersed in the liquid and then dried. Since it is impregnated with water and has a moisture-impermeable film on one or both sides, it has the effect of improving safety when used underwater or in a wet state.

As shown in FIG. 2, the main insulating layer 2 is made of two glass cloths 8 on which a dispersion of tetrafluoroethylene-hexafluoropropylene copolymer is coated and dried on both sides to provide a moisture-impermeable film (not shown). 9, while the auxiliary insulating layer 3 is formed from two polytetrafluoroethylene films 10, 11.

In addition, in this example, a moisture-impermeable film of fluororesin was provided on both sides of the inorganic material to form the main insulating layer, but in the present invention, a moisture-impermeable film of fluororesin was provided only on one side of the inorganic material to form the main insulating layer. In this case, the moisture-impermeable film may be provided on either the surface of the inorganic material in contact with the heating element or the surface in contact with the auxiliary insulating layer.

In addition, in this example, each insulating layer was formed from two sheets, but one wide inorganic sheet covered the heating element to form the main insulating layer, and then a wide organic sheet was used to cover the heating element. A single insulating layer may be used to cover the main insulating layer to form an auxiliary insulating layer, or each insulating layer may be formed using three or more inorganic sheet-like materials and three or more organic sheet-like materials.

This invention uses a main insulating layer made of inorganic material.
Since the inorganic material has excellent mechanical strength and is covered with an auxiliary insulating layer, it can prevent the main insulating layer from tearing.

In addition, in this invention, since the auxiliary insulating layer is formed on the main insulating layer, moisture can be blocked by the auxiliary insulating layer and can penetrate into the main insulating layer without causing insulation defects even in water or in wet conditions. Can be used.

Furthermore, since the main insulating layer is provided with a moisture-impermeable film of fluororesin on one or both sides of the inorganic material, even if the auxiliary insulating layer is torn, moisture will be blocked by the moisture-impermeable film and insulation defects will not occur. Nothing happens.

The present invention is constructed as described above, and since the main insulating layer is formed of an inorganic material, it is relatively inexpensive, has high mechanical strength, and can prevent damage to the main insulating layer, and the main insulating layer contains fluorine. A moisture-impermeable resin film is provided, and an auxiliary insulating layer is further formed on the outermost layer covering the main insulating layer, so the electrical insulation is almost complete and it can be used stably for a long time even in water and in wet conditions. It has the characteristics that can be used.
