CONSTITUTION:A P channel MOS TR43 and an N channel MOS TR44 are provided in series between a power supply and MOS TRs 41 and 42. A gate signal (e) is given to each gate of both the MOS TRs 43 and 44 from an inverter 45. When an input terminal (c) of an inverter 13 goes to ''1'' and an output terminal (d) goes to ''0'', a capacitor C0 is discharged in a current path consisting of a resistor R, and an output terminal of the inverter 13 and a voltage at an input terminal (a) of an inverter 11 starts decreasing. An output signal of an inverter 45 is applied to each gate of the MOS TRs 43 and 44, the MOS TR43 turns off and the MOS TR44 turns on.
