To this voltage.current detecting apparatus 102, a dust collecting electrode drive motor 103 and a rotary brush drive motor 104 are connected and operated or stopped by the output signal from the detecting apparatus 102. As described above, the dust collecting electrode motor 103 and the rotary brush drive motor 104 are stopped in a preliminarily set voltage or a current value.
