A speed controller 10 controls an input side rolling mill 1a driving motor 2 in response to the deviation between a signal responsive to the angle theta of the input side rolling mill speed reference signal V and roller 4 inputted from a loop amount controller 9, and the angular velocity N of the roller 4. In this manner, a stable motor driven looper controller which does not cause a variation in the tension can be obtained.
